Classification in Aotearoa New Zealand
The New Zealand Office of Film and Literature Classification, or NZOFLC, is the official government body responsible for classifying publications in New Zealand. Now operating under the name Te Mana Whakaatu—Classification Office, its mandate is broad, covering films, video games, books, and other forms of media. The office’s primary legal function is to determine whether a publication is ‘objectionable’ and should be banned or restricted, based on the criteria set out in the Films, Videos, and Publications Classification Act 1993.
New Zealand’s Rating System
The NZ classification system features several unique ratings that differ from those in other countries. The labels must be clearly displayed on all physical media and in advertising.
- G: Approved for general viewing.
- PG: Parental guidance recommended for younger viewers.
- M: Suitable for mature audiences (16 years and over recommended).
- RP13: Restricted to persons 13 years and over, unless accompanied by a parent or guardian.
- R13, R15, R16, R18: Legally restricted to persons of the specified age and over.
- R: A special restricted rating with a descriptive note, such as ‘R (suicide)’.
Unlike many other boards, the NZOFLC has the explicit power to ban content entirely by classifying it as ‘objectionable,’ making it illegal to possess or distribute within the country. This makes it one of the more powerful censorship bodies in the Western world.
