Shubunka, Barry Sullivan, is a ruthless racketeer preying on small-time operators along the New Jersey boardwalk. He maintains power through protection and fear, while keeping a close, uneasy control over his world. His girlfriend, Nancy Starr, Belita, is a showgirl who walks a fine line between loyalty and self-preservation, caught in the orbit of Shubunka’s shady enterprises. Shubunka also extends his reach by backing Nick Jammey, Akim Tamiroff, who runs a New York beachfront cafe and relies on Shubunka’s clout to keep other predators at bay. In this tense landscape, a more formidable foe emerges: Cornell, Sheldon Leonard, a rival who aims to seize control of Shubunka’s operations and territory.

Karty, John Ireland, a steady customer who has gambling debts and has stolen money from his brothers-in-law’s garage, pleads for help from Shubunka but is refused. Dorothy, the café’s cashier, played by Joan Lorring, quits her job, disillusioned by Shubunka’s entanglement in the rackets and his self-centered neglect of others’ well-being. The pressure mounts as Cornell schemes to overtake Shubunka’s turf, and Jammey supplies him with inside information about the organization.

After Cornell’s men physically beat Shubunka during a picnic, he lashes out, accusing Nancy of having set him up, a charge that strains their already fragile relationship. In the meantime, Karty vanishes, and Dorothy’s faith in Shubunka’s justice further wavers. The tension boils over when Karty confronts Jammey at the cafe and, during the confrontation, Jammey is killed with a skillet. Cornell, drawn by desire to topple Shubunka, mistakenly believes Shubunka is responsible for the death and goes after him, escalating the peril. Nancy, swayed by a lucrative but hollow offer arranged by Cornell, betrays Shubunka, sealing his precarious fate.

Desperate and with nowhere to hide, Shubunka seeks aid from Dorothy, who refuses, framing the fate of the rogue figure as deserved punishment for his reluctance to look out for anyone but himself. In the final act, Cornell corners Shubunka on the street, delivering a fatal blow, just as the police arrive to arrest Cornell, leaving the boardwalk’s underworld in a fragile, uneasy balance and underscoring the brutal costs of loyalty, betrayal, and power.
