The Emerald City heralds a grand spectacle: the Yellow Brick Road’s unveiling, accompanied by fireworks and pageantry. Fiyero Jonathan Bailey, now Captain of the Gale Force, is surprised to be publicly linked in an engagement with Glinda, a front to placate public opinion while both secretly fear what Elphaba’s presence portends. Elphaba’s dramatic entrance interrupts the ceremony. A chase erupts through the forest, with Fiyero leading the pursuit. Boq rallies a mob against Elphaba, preaching blame and fear as Morrible’s true machinations remain hidden. Glinda, witnessing the mob’s fever, begins to question the path she walked, and she seeks out Morrible only to learn the deeper treachery behind the tornado and the chaos that has harmed Oz.

Realizing Morrible’s real power lies in fear, Glinda escapes to reach Elphaba. The two friends reaffirm a deep bond in the song “For Good,” choosing honesty and solidarity even as Elphaba contemplates surrender to the growing crowd. To protect Glinda’s reputation and to keep her safe, Elphaba asks Glinda to hide the truth of her survival. Dorothy’s appearance forces a grim decision, and a bucket of water seemingly ends Elphaba’s life, though Glinda remains overcome with tears at the loss.

Chistery surfaces to speak at last, delivering a green elixir keepsake to Glinda that hints at Elphaba’s enduring legacy. The Wizard’s past indiscretions and lies come to light when Glinda confronts him with the elixir—the revelation that he is Elphaba’s biological father, a painful secret that compels Glinda to depose the Wizard and seize leadership for herself. Morrible faces consequences as Glinda ascends as the new ruler of Oz, her crown tempered by the truth she has learned.

With Oz’s future now in Glinda’s hands, she tells the Munchkins that the animals and the magical world they share belong back in Oz, and that the Grimmerie will stay in her possession as a safeguard and source of guidance.
