Texas Ranger Captain Roy Colt disapproves of the tactics of his superior, General Augustus LaRue, who governs the Republic of Texas temporarily while Sam Houston is in Washington trying to win Texas admission to the United States. LaRue is hungry for power and audacious in his plans, including a new tax on all wagons along the Santa Fe Trail, a route critical to trade and movement before statehood. To enforce this ruling, Colt is paired with his loyal sergeant, Gabby Whittaker, and the two must play along with the scheme even as Colt privately questions its legality and morality.
When the first freight wagons targeted by the tax belong to Jane Tabor, she and her seasoned scout, Hank Purdy, refuse to pay and are arrested. At the trial-like moment, Jane uses her charm to sway LaRue, winning permission to monopolize the Santa Fe Trail freight lines. In truth, Jane is secretly plotting to depose LaRue, a man she blames for her father’s death. Colt misunderstands her intentions, believing she is merely playing politics within LaRue’s system, while she resents being treated as a mere pawn in the governor’s power games.
As tensions rise, the wagon-train owners, led by their own stubborn independence and supported by Colt and Purdy, resist the tax and force their way through the line. The conflict escalates into a full-blown stand-off, and Purdy is wounded in the clashes. Jane then goes to aid the injured Purdy, revealing a more complex alliance.
Through Gabby’s intervention, the two leads—Jane and Roy—begin to see past their initial misgivings, realizing they share a common goal beyond personal grievances.
In the end, the truth about LaRue’s treachery comes to light. The combined efforts of Jane, Roy, and the other wagon owners, along with the steadiness of Gabby, unravel the governor’s schemes. LaRue is confronted with the consequences of his actions, and justice is served as his treachery is exposed and he is brought to account.
