Sometime after the Delhi government awards a store named “Janta Store” to Hunny, Pulkit Samrat, Choocha, Varun Sharma, Lali, Manjot Singh, and Pandit, Pankaj Tripathi, the venture sinks into disrepair and the Fukras end up eking out a living through small jobs. Meanwhile, Bholi Punjaban, Richa Chadha, aims to stand in the Water Section elections in Delhi and is backed by the corrupt businessman Dhingra, Amit Dhawan, who also owns a waterpark. Bholi cleans a public toilet to win the attention of the poor, but a small deed by Choocha at the same spot wins the people’s hearts, setting the stage for a larger power struggle over Delhi’s water supply.

In rallies, Bholi touts the eradication of the water mafia and free water for the public, but Dhingra’s true goal is to control the entire water distribution, backing Bholi for that very reason. Faced with Choocha’s rising popularity, Hunny, Pandit, and Lali decide to challenge him in the political arena, a plan born out of the need to counter the growing public attention around Choocha. Choocha, however, blurts out this plan to Bholi, who quickly formulates a counter-move: she sends Choocha and the Fukras to South Africa with her two bodyguards, Eddie and Bobby, to Shinda’s Diamond mine in the Eastern Cape. Eddie, Michael Havens, and Bobby, Sani Ahmed, join the expedition as protection—yet their real purpose is murky and opportunistic—while Shinda’s nephew Mombasa, Natasha Kamwenje, falls for Choocha in the process, unaware that Choocha’s heart is elsewhere.

Ten days pass without a Deja-Chu, and Hunny decodes Bholi’s scheme just enough to spark a frantic decision to escape South Africa. Choocha finally experiences a Deja-Chu and starts digging at the marked spot; the group uncovers a diamond, but they’re spotted by Mombasa. In a desperate turn, Choocha, who had stashed the diamond in his mouth, swallows it after hearing Mombasa propose letting the group go in exchange for the diamond and her marriage to Choocha. Facing death threats from zama zamas, the quartet escapes to an abandoned amusement park.

That night, a perilous electric shock jolts Choocha and Hunny awake. Pandit and Lali revive them with water, and a quirky sequence unfolds: Choocha urinates into a small bowl, Hunny sweats profusely, and Lali discards the bowl’s contents. When Pandit lights a cigarette and throws the match into a pit, a small flame erupts. The next morning they recreate the mix and, astonishingly, it burns again — a strange chemistry born from hydrogen in Hunny’s sweat and carbon from the ingested urine with the diamond. Pandit captures the moment on video, a potential proof of their unorthodox fuel.

Back in India, Choocha re-enters the election race, promising cheap fuel to everyone and rallying public support around his peculiar gift. Bholi counters with a sham marriage plan, attempting to secure Choocha’s loyalty, but Choocha reveals his so-called “god-given” talent to Bholi. Bholi promptly marries Choocha and sends the wedding photos to the Fukras. Soon after, Choocha is kidnapped by Dhingra’s goons, and Shinda arrives to reclaim his diamond, planning to marry Mombasa off to Choocha.

The next day, the Fukras confront Bholi, who negotiates for equal partnership and profit, prompting Bholi to back off the election. Dhingra senses something is amiss and tries to kill Choocha, but Bholi saves him by handing over Choocha’s “gift” to Dhingra. Dhingra demands proof and views Pandit’s video. He then clamps down on Delhi’s water supply to flood the market with cheap fuel, sparking a confrontation between his men and the city’s poor residents. A sensational news cycle follows when a truck driven by Dhingra’s men runs over a poor school student, widening the anger toward Dhingra and his regime.

Eddie, moved by the incident, shifts sides to support the Fukras, and Bobby follows suit. The Fukras mount a bold resistance against Dhingra, only to be captured again; Dhingra suspends Pandit and Lali over a crocodile-infested water pool, with Hunny posed in a knight’s suit, sweating, and Bholi and Choocha hung on ice blocks in a bid to force Choocha to urinate under pressure. In a turn of revelation, Eddie’s heart had changed and helped the Fukras record a video exposing Dhingra’s real plan and their location of capture. The crowd storms the water park, subdues Dhingra, and frees the Fukras. Mombasa finally confesses her unrequited love for Choocha, while Hunny and Pandit save a dying Dhingra by providing water.

Choocha wins the election by a landslide, but his marriage to Bholi is not accepted at home. The Fuel Minister of Bangalore calls the Fukras to Bangalore, yet Choocha’s pee and Hunny’s sweat fail to turn into petrol; Choocha hasn’t pooped since South Africa and does so only on the flight to Bangalore, releasing a diamond that drops from the Fukras’ plane. Zafar Khan, in Goa, finds the diamond, closing a circle on a tale that began with a government store and ended with a chase. The film closes with Choocha being pursued by everyone, a chaotic, comic, and oddly hopeful finale.
