This brutal grip fuels a rising feud between the DEA and the regime in his homeland, San Carlos, drawing international attention to the drug trade and the political protectors who enable it.
At a Rio de Janeiro carnival-style private party that Cota attends, an undercover task force of DEA operatives is shadowing the operation. The party looks festive, but it becomes deadly when Cota’s hitmen—masquerading as carnival performers—open fire, massacring the surveillance team. The Rio fiasco triggers a drastic shift in strategy: the DEA seeks the help of Delta Force to infiltrate San Carlos and dismantle Cota’s operation from within, aided by an inside contact inside the cartel.
