As a form of discipline for their unruly behavior, four rebellious youths - Chooch, an heir to an organized crime dynasty; Ike, the son of a faith healer; Hash, the child of an Arab sheik; and Oliver, whose father is a governor seeking re-election - find themselves sent to the notoriously harsh Wienberg Military Academy. Under the vigilant supervision of the sadistic Major Vaughn Liceman, these newcomers quickly establish themselves as local troublemakers, with three out of the four diving headfirst into chaos from the very first day. However, Chooch chooses a different path, concentrating on his studies and aiming to stay on the straight-and-narrow.

The arrival of Rodney, an expelled pyromaniac, adds fuel to the fire, shaking up the existing dynamics. When Oliver’s high school sweetheart, Candy, transfers to a nearby girls’ military academy, the recruits hatch a risqué plan to sneak her out for a night of fun. Their adventure goes off without a hitch until they realize that Liceman has been secretly surveilling their every move and has damning photographs of Oliver with Candy.
