Born in San Francisco, California, and raised in Stockton, he attended Lincoln High School before studying at the University of California, Berkeley. Fuller's early exposure to performance came through community theater, and he quickly developed a reputation for delivering memorable supporting roles with a distinctive blend of dry humor and gravitas. His breakthrough arrived in the late 1980s with parts in No Holds Barred and Ghostbusters II, where his ability to inhabit quirky authority figures set the tone for a prolific series of appearances across the entertainment industry.
