Vikram Saif Ali Khan is an honest police inspector who sees the world in black and white: good versus evil. Vedha Hrithik Roshan is a feared gangster who understands the gray areas in between. Vikram’s trusted ally leads an encounter unit formed to hunt Vedha, and in a provocative first move, the squad kills several of Vedha’s men and frames an unarmed suspect killed by Vikram to dodge further questions. When Vedha walks into the police station and surrenders, the stage is set for a tense exchange: he offers to tell his side of the story, and Vikram agrees to listen, hoping the truth will settle the case once and for all.

In the first act, Vedha’s tale begins with the rise of a drug-smuggling operation. He recalls warning his younger brother, Pulli, whose exceptional math skills earned him the nickname, and he explains how Pulli is dragged into crime by rival forces. When Pulli and his friend Chandra are caught, Pulli confesses, leading to Ravi’s immediate arrest. Ravi, acting on orders from a powerful boss named Sangu, assaults Pulli, leaving a permanent scar on his hand. Vedha’s question to Vikram—whether to kill Ravi or Sangu—forces Vikram to confront a deeper truth: Sangu, not Ravi, is the real source of the violence. Priya, Vedha’s lawyer and Vikram’s wife, intervenes and secures Vedha’s release, complicating what Vikram thought he knew. As Vikram pieces together the clues, he realizes that the unarmed man framed by his own unit was Pulli, evidenced by the distinctive scar on his hand. The tension escalates when Simon, Vedha’s would-be target for revenge, and Chandra are found dead after a botched encounter. The police dismiss the deaths as a failure, but Priya’s refusal to reveal Vedha’s whereabouts deepens the stalemate. Enraged, Vikram storms Vedha’s tenements and captures him, only for Vedha to ask for another story.

The second act dives into a different path of Pulli’s life, now grown, who tries to launder Vedha’s income by investing in shares. Vedha’s boss Cheta puts ₹5 crore into the venture, but tension erupts when Chandra is kidnapped and the money goes missing. Chandra reveals that she took the money to start anew, but returns because of her love for Pulli. Vedha returns the money to Cheta, who orders him to kill Chandra. Vedha presses Vikram: should he obey Cheta or protect Pulli and Chandra, potentially igniting a new gang war? Vikram says he should stand with Pulli, and Vedha agrees, setting up a crucial moment of doubt for Vikram. Realizing Pulli’s innocence shakes Vikram, and Vedha urges him to investigate Simon and Pulli’s deaths more deeply.

As Vikram continues his investigation, he follows the trail from Simon’s informant Kaattai to a clue that leads back to a member of Vedha’s Kerala Quotation Gang. A key discovery—tobacco replaced with marijuana in a cigar—tips Vikram off that Ravi is behind the earlier encounter. Vedha brings Ravi to an abandoned factory for a confrontation, and Vikram arrives with the weight of the truth behind him. Ravi’s confession forces a new stage of the story: Simon had been bribed to kill Vedha’s men, and Vikram’s own unit had taken a payoff to kill Vedha and kidnap Chandra to draw Vedha out of hiding. The unit intended to abduct Chandra to provoke Vedha, and a guilt-ridden Simon had tried to intervene, only to be killed himself along with Chandra by the unit. Vedha reappears to save Vikram, and a furious gunfight erupts. Vikram disables his colleagues with Vedha’s aid, but he kills SP Surendhar in the clash, a brutal reminder that the system itself may be compromised. With the body count mounting, Vikram faces a stark choice: should he spare Vedha for saving his life, or kill him because he remains a criminal? The film closes on a tense standoff between the two, leaving their fates unresolved and the city locked in a stalemate between law and lawless justice.

In this sprawling, multi-layered narrative, the line between right and wrong continually shifts as each man’s truth tests the other’s. The three stories Vedha narrates intertwine with Vikram’s pursuit, pulling him deeper into a maze of loyalty, corruption, and personal duty. The performances—especially the moral pull between the meticulous, principled Vikram and the charismatic, calculating Vedha—underscore a central question: can justice survive when everyone involved carries a piece of the past that won’t stay buried?
