The Mayor of Hell 1933

Racketeer Patsy Gargan, James Cagney, is named deputy commissioner of a reform school as a reward from his corrupt political cronies. At first he has little interest in the institution, but his sympathy grows as he witnesses the abuse of the boys by a brutal warden and his thuggish guards, and his attention is sharpened by a compassionate nurse named Dorothy, Madge Evans.

Under Dorothy’s care, Gargan experiments with self-government at the school, and the system begins to work, giving the boys a sense of responsibility and a calmer, hopeful atmosphere. The reform-minded changes demonstrate that humane treatment and structured fairness can replace fear and brutality, slowly earning trust from the students and a renewed sense of purpose in the staff.

But political concerns pull Gargan back to the city, and he leaves Thompson, Dudley Digges, in charge. Thompson quickly reverts to the old punitive methods and even fires Dorothy when she questions the quality of the food and the overall treatment of the boys, signaling a sharp clash between reform and the old guard.

One boy, Johnny ‘Skinny’ Stone, Raymond Borzage, dies in solitary confinement, sparking a fierce rebellion among the inmates. The students take Thompson to task, holding him accountable in a makeshift trial, and he panics, leaping from a window to escape. Pursued by the torch-bearing youths, Thompson climbs to the roof of a barn as the mob closes in, and the barn catches fire in the chaos.

Dorothy learns the full story from Patsy and urges him to return. Patsy races back to restore order, but Thompson is dead, having fallen from the barn roof in the showdown. In the end, Patsy chooses to abandon his political career and stay at the reform school, dedicating himself to the kids and the work he helped begin.
