Across Maharashtra, a chilling sequence unfolds as ten tehsildars vanish and later reappear, some miraculously, some not at all—the lone exception being a corrupt officer who is hanged. In the midst of this, a mystery man who calls himself the Gabbar sends a CD to the police, declaring a mission to root out corruption wherever it hides. The police are on edge, and Hawaldar Sadhuram grows convinced that Gabbar’s campaign targets dishonest officials, with a ring of honest officers scattered across departments that may connect to the vigilante.
At the heart of the story is Aditya, a National College professor who isn’t afraid to stand up to trouble. He pounds goons who vandalize college property and soon crosses paths with a young lawyer, Shruti, who is racing to help a pregnant woman reach the hospital. Their encounters bloom into a relationship, even as Sadhuram discovers that an honest officer exists in every department and strongly suspects these officers are linked to Gabbar in some way.
A roadside café becomes a turning point: Shruti is injured in a minor accident, and Aditya speeds her to Patil Hospital. Inside, a doctor pushes expensive tests, and Aditya overhears a scheming plan to extract money through a high-risk Caesarean section. He witnesses the hospital’s dirty tricks firsthand, including a father-daughter duo being told of a mother’s death only after the bills arrive. When Aditya releases footage exposing the hospital’s corruption, the hospital’s young owner, Vikas Patil, explodes with anger and is killed by an enraged public. Digvijay Patil, a powerful builder, recognizes the CCTV footage of the supposed killer and realizes it’s the same man who almost killed him five years earlier.
A searing flashback zooms in on Aditya’s past: his pregnant wife, Sunaina, dies when their colony’s faulty buildings collapse, taking hundreds of others with them. Aditya had gathered irrefutable proof of the builder’s corruption, but Digvijay bribed everyone and even tried to buy Aditya’s silence with a staggering offer. Aditya refused and confronted Digvijay in a tense room, nearly killing him, only to spare him after Digvijay begged for forgiveness. Digvijay’s revenge turned brutal; he struck Aditya with an axe and left him for dead, but a bus full of medical students found him and saved his life. This narrow rescue set Aditya on a path: to recruit idealistic youths from National College and forge a movement against corruption.
Back in the present, Shruti learns that Aditya is Gabbar and, after he confesses the truth, stands by him. CBI officer Kuldeep Pahwa takes charge of the case, listening to Sadhuram’s findings and arresting the National College students. The students refuse to reveal Gabbar, provoking Kuldeep’s frustration, but Shruti argues that the law’s failures have made vigilante justice appealing to ordinary people who just want change. Sadhuram’s stance shifts as he sees the broader impact of Gabbar’s crusade, and the hunt tightens around Digvijay, who intensifies his brutal tactics to push through his faulty building plans.
The pursuit culminates in a dramatic confrontation. Digvijay throws himself a lavish birthday party, but when Aditya and his cadre ambush him, the police lose the trail. In a fierce showdown, Aditya kills Digvijay, then surrenders to the authorities. Public outcry roars through the streets as students protest the impending death penalty, and Kuldeep asks Aditya to address the crowd. He speaks with quiet resolve, urging the youth to channel their anger into real, constructive action against corruption and to be the change society needs. As the noose tightens and the execution looms, Aditya’s final message lands with the same defiance that started the movement: he may die, but the movement will live on.
