The U.K. High End Television (HETV) Relief is a tax‑based incentive designed to attract big‑budget television dramas, streaming series, and mini‑series to the United Kingdom. Launched in April 2013, it supplements the core UK Film Tax Relief by allowing qualifying television productions to claim 25 % of UK‑qualifying expenditure as a payable tax credit, provided their total budget exceeds £1 million per broadcast hour. To qualify, productions must pass cultural tests, spend a minimum percentage of their budget in the U.K., and meet certification criteria set by the British Film Institute.

This relief has fueled growth in the U.K. television sector, enabling studios and streamers to realize significant cost savings on location fees, studio rentals, and post‑production services within British territories.

Role in Film Financing

HETV Relief is routinely built into financing models for prestige series. Producers forecast cash flows based on expected relief receipts, often securing bridge or gap financing against the credit. Distributors and equity partners view the relief as a quasi‑guarantee, reducing perceived risk and lowering interest costs.

Flagship shows such as “The Crown” and “His Dark Materials” have leveraged HETV Relief to allocate more budget toward talent and special effects, rather than overheads.
