Media Regulation in the Philippines

The Movie and Television Review and Classification Board (MTRCB) is a government agency in the Philippines responsible for the review and classification of all motion pictures, television programs, and home video content. Operating under the Office of the President, the MTRCB’s mandate is to promote and protect the contemporary moral, cultural, and artistic values of Filipino society. This gives it a dual role that extends beyond simple classification into the realm of content regulation and censorship.

The MTRCB Rating System

The board assigns ratings that determine the suitability of content for different age groups. The ratings for cinema are:

• G (General Audience): Suitable for all viewers.
• PG (Parental Guidance): Viewers below 13 years old must be accompanied by a parent or supervising adult.
• R-13 (Restricted): Restricted to viewers 13 years old and above.
• R-16 (Restricted): Restricted to viewers 16 years old and above.
• R-18 (Restricted): Restricted to viewers 18 years old and above.
• X (Not for Public Exhibition): Films deemed to be pornographic, obscene, or contrary to law and public morals are given an ‘X’ rating, which effectively bans them from public viewing.

The MTRCB has the authority to disapprove content entirely or to approve it only after specific cuts or changes have been made, making it one of the more powerful and frequently debated regulatory bodies in the Southeast Asian media landscape.
