His methods are brutal and public, forcing detainees to endure Hindu-Buddhist chanting, cane whippings, and tattooed numbers to mark their order as his victims.

Wah Kai-lun and veteran Wan Ping-kai interrogate the three hospital detainees to extract clues about the Masked Prosecutor. The interviews reveal conflicting motives and hints of a larger conspiracy behind the acquittals. These sessions heighten the sense of danger and the possibility that someone inside the system is aiding the vigilante.

Photo album hints at a network

Wah visits Guy's home and notices the lack of family photos, a sign something is missing. He finds a photo album showing Guy with his godsons Tong Hiu-tai and Wan Chi-nin, two officers known as the Three Eagles of Mongkok. Wah pockets the photo as a clue, suspecting a hidden connection between the police friends and the Masked Prosecutor.

Luring Kwong Cho-foon to trap the Masked Prosecutor

Wah plans to use Kwong Cho-foon, recently acquitted of a gold shop robbery, to lure out the Masked Prosecutor. The plan banks on Kwong's notoriety to draw the vigilante into the open. The scheme sets the stage for a dangerous nocturnal confrontation.

The Masked Prosecutor attacks at the massage parlour

The Masked Prosecutor appears at a massage parlour and attempts to abduct Kwong. Wah fights to stop him, gaining the upper hand before uniformed officers arrive to contain the scene. Guy arrives and questions Wah’s conviction that Hiu-tai is the Masked Prosecutor, hinting at deeper ties.

Hiu-tai's past and Guy's distrust

Guy reveals his sworn-brother relationship with Hiu-tai and Chi-nin. During a drug operation, Chi-nin is killed after Hiu-tai shoots a suspect who had surrendered, leading Hiu-tai to finish the last suspect in revenge. Guy contemplates retirement and pension implications, which fuels tension and suspicion toward Hiu-tai.

Visit to Rehab Center and Cha Chaan Teng

Wah and Guy visit the Solvia-Pokka-Fuji Family Rehab Center where Hiu-tai used to spend time with his girlfriend Ada. They later witness him entering a cha chaan teng with Ada nearby. Wah confronts Hiu-tai directly, asking if he is the Masked Prosecutor, but the answer remains elusive.

Hiu-tai's threat and Kwong's murder

Hiu-tai calls Wah at night, vowing to kill Kwong for interfering. Wah sets up protection for Kwong and tracks Hiu-tai’s movements. Disguised as a Buddhist monk, Hiu-tai infiltrates the hotel, eliminates the guards, and kills Kwong in his hotel room.

Police pursuit and unexpected intervention

Wah pursues Hiu-tai through the streets but is knocked unconscious by Guy, who arrives and moves to remove Hiu-tai from immediate danger. The confrontation leaves Wah furious and questioning the legitimacy of their investigation as Hiu-tai vows to continue his crusade.

Internal Affairs arrest and Hiu-tai's escape

The next day, Guy is arrested by Internal Affairs for alleged assault and for helping Hiu-tai escape. Hiu-tai uses the distraction to vanish from Hong Kong as Wah sets off in pursuit. The incident exposes a larger scheme to manipulate events from behind the scenes.

Car chase, explosion, and hostage moment

A gritty car chase ensues as Hiu-tai tries to flee; his car collides and explodes, narrowly allowing him to escape. He seizes Wah, holding him hostage, and engages in a tense standoff with the police. He empties his pistol at the pavement and pushes Wah away, simulating a shot to scare the authorities.
