Raised in a working‑class family—his father Matteo toiled in the local coal mines—Bellaver left school early and held a variety of jobs before earning a scholarship to the progressive Brookwood Labor College in Katonah, New York. He cut his theatrical teeth with the Hedgerow Players of Rose Valley, Pennsylvania, where he performed for eight years and honed the craft that would later land him on Broadway. His Broadway debut came in 1931 with the influential Group Theatre, and he later originated the role of Chief Sitting Bull in the original production of Annie Get Your Gun, reprising it in the 1958 and 1966 revivals. Transitioning to the silver screen, Bellaver became a recognizable character actor, often cast in gritty, working‑class parts; notable appearances include the taxi driver Max Coburg in The House on 92nd Street (1945) and the surgeon Sam in Bob Hope’s The Lemon Drop Kid (1951). He also delivered memorable performances in classic films such as From Here to Eternity (1953) and The Old Man and the Sea (1958), and continued to work into the 1980s with roles in Blue Collar (1978) and The Stuff (1985). On television, he is perhaps best remembered as Sergeant Frank Arcaro in the crime drama Naked City, appearing in 136 of the series' 138 episodes, a testament to his reliability and screen presence. During World War II he served in the U.S. Army’s Special Services Unit, touring front‑line bases as a stage manager and performer for USO shows, an experience that reinforced his dedication to entertaining both troops and civilians. Bellaver married Gertrude Dudley Vaughan Smith in 1932, and the couple raised two daughters, Vaughan and Lee, who survived him after his death from pneumonia on August 8, 1993 in Nyack, New York.
