As FBI Special Agent Anthony Hubbard teams up with his Lebanese American partner Frank Haddad, they are thrust into a high-stakes situation involving a hijacked bus filled with innocent lives. The pressure mounts as they fear an explosive device onboard could unleash chaos at any moment. However, in a surprising twist, the feared “bomb” turns out to be a mere paint device, allowing the terrorists to escape and leaving Hubbard’s team in a state of mixed relief and disquiet.

Soon after, the FBI finds themselves facing demands for the release of Sheikh Ahmed bin Talal, connected to a previous bombing incident. As the tension escalates, Hubbard clashes with the elusive CIA operative Elise Kraft, whose true intentions remain shrouded in ambiguity. When Hubbard apprehends a terrorist suspect and detains Kraft as well, a series of explosive events is triggered, leading to far-reaching repercussions.

Days later, panic sweeps the city as a Metropolitan Transportation Authority bus is targeted in a suicide bombing, claiming 25 lives and injuring countless others. The investigation takes a positive turn with the capture of Samir Nazhde, who sheepishly admits to signing the visa application for one of the bombers. However, Kraft contends that he is not a terrorist, insisting that his freedom is critical for the ongoing investigation.

As the death toll rises, Hubbard and his team work tirelessly to dismantle the terrorist cell, believing they have neutralized the threat. Yet, their relief is short-lived as more brutal attacks disrupt the city, including a theater bombing and a hostage crisis at an elementary school.

The situation spirals further when a devastating explosion levels One Federal Plaza, the FBI’s New York office, resulting in over 600 casualties. In response to the turmoil, the President enforces martial law, deploying the 101st Airborne Division, led by General William Devereaux, to secure Brooklyn and locate any remaining terrorist operatives.

The ramifications of these actions extend deeply into the community as all young men of Arab descent, including Haddad’s son Frank Jr., are swept up and detained at Downing Stadium, igniting fierce protests and condemnation from citizens. Amidst rising tensions, Hubbard and Kraft, who is revealed to be intelligence operative Sharon Bridger, dive deeper into the case. Their investigation leads them to capture suspect Tariq Husseini, but Devereaux’s men resort to ruthless interrogation tactics that ultimately lead to Husseini’s death.

In a shocking turn of events, Bridger confesses to Hubbard that she was instrumental in training groups opposing Saddam Hussein’s regime, collaborating with Samir to guide and nurture followers of the Sheikh. With funding cut off by the U.S. government, she used her influence to rescue the remaining individuals from slaughter, only to have them turn against the nation that sheltered them.

With the situation reaching a boiling point, Bridger and Hubbard pressure Samir to orchestrate a meeting with the remaining members of the terrorist cell. Just as peace protests begin in Brooklyn, both men arrive at the rendezvous point, only to find Bridger and Samir missing. As the plot thickens, Samir goes rogue, strapping a bomb to himself, aimed at wreaking havoc among the peaceful marchers. In a heart-stopping moment, Hubbard and Haddad rush to stop him, but not before Samir fires on Bridger, gravely injuring her. She bravely recites parts of the Lord’s Prayer, concluding with “Inshallah” – which translates to “God willing,” before succumbing to her wounds.

Determined to serve justice for the fallen, Hubbard and Haddad orchestrate a bold raid on Devereaux’s stronghold, where tensions reach a breaking point. Devereaux, steadfast in his stance due to the War Powers Resolution and presidential authority, threatens Hubbard and his team. However, in a climactic moment, Hubbard reminds Devereaux of the core values of freedom and human rights, stirring a change of heart in the General. As a result, Devereaux ultimately surrenders, allowing hope to shine through as the implemented martial law is lifted and the wrongfully detained individuals, including Haddad’s son, are set free, marking a poignant end to a harrowing chapter filled with conflict and resilience.
