Inspector Chubb, Charles Victor, dictates a warrant for murder, then catches a train to Brighton with his wife and their children: their young son Charlie Chubb, Anthony Valentine, and teenage daughter Cathy Chubb, Eileen Moore. The family travels together, setting the stage for a trip that blends official duty with domestic routine, as Cathy strikes up conversation with a young crime reporter, Brian Roper Ronnie Hall, in the buffet car.

On Brighton Pier, ex-convict Nick Lane, Ron Randell recently employed by the pier’s dance band, flirts with Rita Hammond, Veronica Hurst, speaking of their assignation the night before and arranging a rendezvous at the evening dance. Nick cozies up to Rita, while sparing a casual greeting to her husband Joe Hammond, Campbell Singer who is presented as an old friend. The men retreat to Joe’s office, where Nick challenges Joe about the missing loot from a prior crime and reveals that Hammond used to be called Harper. In the Chamber of Horrors section of Joe’s Wax House, Charlie Chubb overhears part of the conversation, his attention split between the adult discussion and the eerie displays around him. Hammond urges Rita to take a night out to salvage their marriage, but Rita responds with cold contempt.

At the dance on the pier, Nick and Rita kiss and Nick gathers key information about Joe. Hammond catches them in the act, and a confrontation follows; Rita leaves, and Nick wins the encounter, issuing a blunt warning that he could be blackmailed. Joe, anxious and desperate, demands that Rita sever ties with Nick. Rita, however, continues to see Nick on the beach, prompting Joe to act. He empties the safe and takes out a revolver, a chilling preparation that foreshadows violence, while Charlie misinterprets a moment and believes he has witnessed Joe killing Rita — though Rita remains alive.

Nick then confides to Ronnie Hall that Hammond is actually Harper, and he shares this surprising information with Cathy and Charlie. The trio becomes curious about Nick’s motive for revealing the truth, and they head to the library to verify their suspicions. There, they discover newspaper cuttings linking Nick to the robberies associated with the alias “Harper” from four years earlier. Charlie connects these clues with a rehearsal notice and increasingly suspects that the night’s danger will culminate in a murder. The children converge on their theory, with Cathy observing Rita while Ronnie heads to tell their father the developing plan.

Back at home, Charlie’s mother—Mrs. Chubb, Marjorie Rhodes—intervenes, pulling Charlie away from the pier for his supposed well-being. Inspector Chubb posts a pair of officers on the pier and cautions Ronnie against returning, reinforcing a sense of looming danger while trying to control the situation. Despite this preventive measure, Nick becomes a target when Hammond, masquerading as a clown within the waxworks, shoots him. Charlie slips back toward the pier discreetly, followed by his worried mother, and they discover Rita fainted beside Nick’s lifeless body.

When the police arrive, Hammond “hides in plain sight” as another waxwork, but Charlie’s sharp eyes detect a subtle movement amid the figures. A tense pursuit erupts along the pier, weaving through crowds and shadows until Hammond is driven toward the sea and finally drowns in a desperate plunge.

The narrative holds together through the interplay of family duty, charges of crime, and a child’s relentless pursuit of truth. The story’s tension rests on the dynamic between the Inspector’s official vigilance and the ambiguous loyalties of the adults around him, with the pier acting as both a stage and a maze where appearances conceal danger. The resolution is quiet yet decisive: a hidden killer unmasked through a combination of observation and opportunity, ending with a fatal plunge that seals the night’s dark reckoning.
