Detective Inspector Jack Regan John Thaw and Detective Sergeant George Carter Dennis Waterman find themselves pulled into a dangerous political scandal that stretches from the smoky rooms of power to the gritty streets of London. A rising British political figure, Charles Baker Ian Bannen, stands on the verge of sealing a massive oil deal with OPEC, a move that could stabilize the world oil market and bolster Britain’s influence on the global stage. Baker’s ambitions are deftly managed by his urbane, calculating American press secretary, Elliott McQueen Barry Foster, who keeps the public gaze fixed on Baker while guiding behind-the-scenes maneuvering.

That night, Regan’s life takes a sharp turn toward chaos. After a period of heavy drinking, he loses control behind the wheel and crashes his car into a crowded market, an act that leads to his suspension from duty for at least two weeks. While he confronts the consequences of that reckless night, a separate thread pulls tight: a sex worker dies under suspicious circumstances, and Regan agrees to look into the case as a favor to one of his informants. What begins as a routine inquiry soon reveals disturbing links, hinting that Baker and McQueen might be entangled in a web of crime and corruption that reaches higher than the ordinary criminal underworld.

As Regan digs deeper, a string of killings erupts, turning his investigation into a direct confrontation with not only dangerous criminals but also the entrenched authorities of the Metropolitan Police Service and the broader British security services. The culmination of their efforts, however, arrives in a shocking moment of violence: McQueen is shot dead by a sniper riding in a black taxi, leaving Regan and Carter to contend with the fallout of power, deceit, and the cost of truth in a system that guards its own.
