In Chicago’s Uptown, Eddie Cusack, a seasoned sergeant, leads a sting aimed at dismantling a Colombian cocaine network headed by Luis Comacho. The operation unravels when gunmen disguised as painters crash the exchange, spraying the street with gunfire. Several Colombians fall, Cusack’s partner Dorato is wounded, and two of Luna’s men are killed. In the chaotic aftermath, an aging cop named Cragie commits a grave misstep by killing an unarmed bystander and planting a gun to feign self-defense, a move that lands him on leave and casts a long shadow over the case.

Fearing retaliation, Luna disappears and enlists his associate Lou Gamiani to protect his artist daughter, Diana. Cusack, who refuses to sign a petition clearing Cragie, finds himself shunned by fellow officers and stuck with Cragie’s rookie partner Kopalas, who witnessed the gun-planting but refuses to testify. The pressure mounts as the internal tensions within the force grow, and the sense of loyalty fractures under the weight of fear and corruption.

The Comachos strike back, massacring Luna’s family while disguised as food vendors in a brutal act of retaliation. Gamiani is killed while attempting to halt Diana’s kidnapping, but Cusack manages a dramatic rescue during a chase through an L train. He hides Diana in a safe house with Ted Pirelli, a retired cop and his late father’s former partner, a steadying presence amid the rising jeopardy.

At Cragie’s hearing, Cusack asserts he cannot comment on the incident since he arrived after it occurred, yet it’s revealed he had previously pushed for Cragie’s transfer, unveiling a rift and the fragility of police solidarity. Other officers accuse him of breaking the code of silence, leaving Dorato as his lone ally amid mounting suspicion and political pressure.

When Pirelli is killed and Diana is abducted again, Cusack storms the Comacho hangout alone after backup is ignored. He is overpowered, but a crucial revelation from Luis signals that Tony Luna’s return to Chicago is imminent, tightening the noose around the rescued girl’s fate. Luis’s threats escalate the stakes, and the clock keeps ticking toward a deadly confrontation.
