Min Lo Chan, Benson Fong the Chinese Minister of Industrial Development, happens to be an old college friend of J. Jonah Jameson, Robert F. Simon, and he flees China to come to the United States. He arrives in New York City and takes shelter with his niece, Emily Chan, Rosalind Chao, hoping to locate three men who, during the war, approached him with offers of money for secrets about Mao Zedong—a deal he refused at the time. Yet the incident now seems to be under investigation, and Min must pin down at least one of the men quickly to prove his innocence. He pleads with Jameson to help, but he wants discretion because he believes there are forces that want him convicted. In response, Jameson asks Peter Parker Nicholas Hammond to track down the three ex-Marines quietly and to press them for information without drawing attention.

Meanwhile, in Hong Kong, Zeider [Richard Erdman]—a wealthy industrialist—enters the running to win a billion-dollar power plant contract for the Chinese Government. He knows Min Lo Chan is weighing another company, and if Min is ultimately found guilty, Zeider’s own bid could clinch the project for his firm. To secure this outcome, Zeider dispatches Clyde Evans [Hagan Beggs] to ensure Min does not return to China alive, turning the hunt into a perilous cat-and-mouse game.

As the pursuit unfolds, Spider-Man, Nicholas Hammond in the role of Peter Parker, intercedes to protect Min time and again. The vigilante appearances help keep Min safe, but one assassination attempt proves deadly for a moment, triggering a minor heart attack that forces Min to remain under careful medical observation. In a calculated move to mislead those who threaten him, the Daily Bugle runs a news item claiming Min has died in hospital, a ruse designed to buy Min time and confuse his pursuers.

To clear Min’s name once and for all, Parker seeks out the last of the ex-Marines who can testify—Professor Dent John Milford, formally known as Professor Roderick Dent / Jonathan Fleming—who agrees to help, sharing the same motive: to restore his own reputation. Joined by Emily, Dent travels to Hong Kong to testify, but Zeider orders Dent’s kidnapping to silence him. During the perilous pursuit, Emily uncovers a startling truth: Peter Parker is the Spider-Man she’s been working with, though this revelation is kept quiet for the moment.
