Set during the tense years of the Second Sino-Japanese War, a patriotic figure, Mr. Gao, Ming Chiang, grows increasingly frustrated with the traitorous acts of the Reorganized National Government of China. He teams up with a cunning thief, Black Hat, Jimmy Wang Yu, and together they steal a government-backed contract that was arranged for the Japanese. The bold plan is to move this document from Shanghai all the way to Hong Kong and publicly reveal the government’s duplicity, exposing the corruption to all who will listen.
