In 1933, David Barr, Leslie Banks, is the manager and chief designer of the Glasgow shipyard Burns, McKinnon & Co. He unveils a radical new ship design that can carry 25% more cargo for the same tonnage while using less fuel, a breakthrough that could lift the firm out of a grinding recession. Rather than building just one vessel, as Lord Dean Frank Vosper suggests, Barr decides to scale up and aims to construct twenty ships to drive down costs and create a viable program. The plan draws the attention—and the ire—of Manning, a rival shipbuilder whom Barr fiercely despises, who sends two undercover operatives to uncover the truth behind the design.

Manning’s agents manage to get themselves hired at Burns, and soon the two men present an offer: Manning will buy either the design or all the ships Barr could possibly build. Both options are rejected, and the conflict intensifies. With the steady backing of June MacKinnon, Carol Goodner, the firm’s chief shareholder, Barr presses ahead, even as the board’s opposition, including Dean’s, grows stronger. A government contract and a shipping bill repeatedly slip away, leaving Barr to rely on his own funds to keep the project alive. When payroll trouble looms and loans become scarce, a rabble-rouser tries to whip the workers into a frenzy, but Barr cuts through the noise with a stirring speech that galvanizes the workforce. Inspired by his resolve, June proposes a loan secured by her trust fund, offering a glimmer of hope.

The tension escalates as Manning’s men escalate their sabotage: they knock out the night watchman and blow up the ship under construction, and a man named MacLeod [Donald Calthrop] is killed in the violence. Bassett, a reporter [Percy Parsons], informs Barr that MacLeod was the third officer on one of Manning’s ships, linking the acts of aggression to Manning’s broader scheme. With funds dwindling, Barr makes a desperate move and forges Lord Dean’s signature to secure a loan, while Dean—acting as a trustee for June’s trust—refuses to cooperate, partly out of jealousy over Barr’s relationship with June. Manning discovers the forgery and uses the threat of blackmail to pressure Barr into selling the design, but Barr resists and is ultimately convicted of forgery. The saga comes to a climax as Manning is later sought for manslaughter, and Barr is present at the launch of the first ship, the SS David Barr, a moment that signals both the peril and the potential of Barr’s audacious dream.
