A consignment of red sandalwood arrives at the Yokohama port in Japan, leading to an unexpected turn of events when the dockworkers discover Pushpa (portrayed by Allu Arjun) hidden within one of the shipping containers. To their astonishment, Pushpa has survived an arduous 40-day sea journey without food or water, remarkably even completing a Japanese speaking course in just 30 days. Upon realizing that the port is under the control of local mob bosses, he confronts them, demanding payment for the consignment but is ultimately shot after taking down many of the gangsters. This turbulent encounter triggers a flashback that reveals the intricate layers of Pushpa’s rise to power.

Following an earlier humiliation by SP Bhanwar Singh Shekhawat (played by Fahadh Faasil), Pushpa gradually ascends to become a formidable smuggler. In a twist of fate, Shekhawat is forced into hiding, opting to masquerade as a laborer while intercepting a valuable sandalwood shipment. The tensions escalate when Pushpa learns that Shekhawat has tortured his men, compelling him to take drastic measures by bribing the police station to secure their freedom.

Despite Pushpa’s burgeoning power, challenges loom as he is shunned by the upper caste community due to his questionable origins and profession. His closest ally, Kesava Mondelu (portrayed by Jagadeesh Prathap Bandari), stands by him throughout his struggles. In an attempt to gain political favor, Pushpa meets with Chief Minister Narasimha Reddy (play by Aadukalam Naren) but is denied a photograph, a request stemming from his wife, Srivalli (played by Rashmika Mandanna), who wishes to showcase her husband’s connections. Feeling insulted and disrespected, Pushpa vows to overthrow the government and install Siddappa (played by Rao Ramesh) as the Chief Minister, which prompts him to raise a staggering Rs 500 Crores through his sandalwood smuggling operation.

In pursuit of this goal, Pushpa establishes a partnership with Central Minister Kogatam Veera Pratap Reddy (played by Jagapathi Babu). Their collaboration begins impressively, with Pushpa presenting Rs 30 Crores as an initial bribe to support Siddappa’s rise to power. As Pushpa’s challenges grow more daunting, he travels to the Maldives to secure a deal with the international buyer Hameed (portrayed by Saurabh Sachdeva), who recognizes Pushpa as the sole supplier of red sandalwood in India.
