In the aftermath of Code 8's tumultuous events, the LCPD has overhauled its militarized tech program, replacing the bulk of its humanoid Guardians with non-lethal K9 robots that are eerily reminiscent of canine companions. Under the astute leadership of Sergeant Kingston (Alex Mallari Jr.), this revamped project has achieved a remarkable degree of success, rendering the city's streets safer than ever before. As Kingston seeks to leverage this achievement in his mayoral campaign, the once-threatened metropolis is now poised for a new era of tranquility.

Meanwhile, more than 200 K9 units have been strategically deployed throughout the city, with Kingston assuring citizens that these robots are programmed to prioritize human safety above all else. In the event of a human threat, the K9s will stand down and await further instructions. This calculated approach has earned Kingston widespread acclaim, cementing his reputation as a shrewd and effective leader.

However, beneath the surface of this seemingly idyllic landscape lies a far more complex reality. A mere 4% of the population possesses extraordinary abilities, often referred to as "powers." These individuals are frequently marginalized and live in poverty-stricken conditions, with many finding themselves on the wrong side of the law. The powers initially helped shape the cities of tomorrow, but once robots became a dominant force, they were relegated to the fringes of society, forced to operate in the shadows.

The drug Psyke, manufactured from the spinal fluid of these powers, has become a scourge on the streets. This insidious substance has been linked to Garrett (Stephen Amell), a calculating figure who has leveraged his influence to build an empire within the seedy underbelly of society.

Connor (Robbie Amell), a former convict, has managed to rebuild his life by working as a janitor at a youth community center run by the compassionate Mina (Jean Yoon). Despite his best efforts to leave his troubled past behind him, Connor remains wary of Garrett's presence in his life. In fact, he goes so far as to rebuff Garrett's attempts to rekindle their relationship.

Detective Davis has become increasingly obsessed with tracking down Garrett, convinced that the enigmatic figure is hiding secrets and manipulating the city from behind the scenes. To this end, Davis sees Connor as a crucial pawn in his game of cat and mouse. He approaches Connor with an offer: help him take down Garrett, and he might just be able to secure a second chance at redemption.

As Connor navigates this treacherous landscape, he finds himself drawn into a world of corruption, exploitation, and deceit. The apartment complex known as Towers has become a hotbed of criminal activity, with Garrett pulling the strings from behind the scenes. Pavani (Sirena Gulamgaus) and her older brother Tarak live in poverty-stricken conditions within this very community, their lives forever changed by the allure of Garrett's "ethical" drug empire.

Tarak's desperation eventually leads him to steal a bag of cash from Garrett's gang, but his actions only serve to further entangle him in a web of corruption. When Sgt. King and his unit of corrupt cops apprehend Tarak near the site of the stolen funds, the stage is set for a desperate bid for freedom. As Tarak makes a break for it, he sets in motion a chain reaction that will have far-reaching consequences for all involved.

As the desperate attempt to conceal the truth unravels, King resorts to drastic measures, deploying a K9 unit infused with Psyke to track down Pavani. However, Pav's extraordinary ability allows her to outsmart the robotic hound, exploiting its malfunction to escape the clutches of her pursuers.

Seeking refuge at the community center, Pavani finds solace among Connor and Mina, who work tirelessly to keep her hidden from the relentless LCPD. Their efforts are short-lived, as King's cunning manipulation of Garrett sets in motion a chain reaction that puts them all on high alert.

The stakes escalate when King launches a brutal assault on Connor's building, unleashing Guardian drones and K9s hell-bent on capturing or eliminating Pavani. Yet, the trio manages to evade their pursuers, thanks to Pavani's uncanny ability to disrupt electronic signals in her vicinity.

As the cat-and-mouse game intensifies, Connor turns to Garrett for aid, only to discover that Pavani is a Transducer - a rare individual with the power to manipulate technology. The revelation also sheds light on Tarak's involvement in a pivotal exchange between King and Garrett, which ultimately led to Pavani's brutal treatment.

Determined to broker a peace deal that would wipe clean Pavani's memories of the murder, Connor finds himself at odds with Garrett when he realizes the devastating consequences of such an action. His resolve strengthened by his connection to Pavani, he refuses to back down, fighting tirelessly to free her from King's grasp.

In a desperate bid for escape, Connor and Mina turn to Mina, only to find themselves ambushed by Garrett's crew. As they make their escape to the Towers, Garrett reveals his true intentions - to use the stolen K9 as leverage against King and his officers, holding them at bay until he can bring the corrupt leader to justice. The stage is set for a final showdown between good and evil, with Pavani's remarkable abilities poised to play a pivotal role in the outcome.

As tensions escalate, King and his team of officers launch a surprise attack on the Towers, seeking to capture those within its walls. The consequences of the events that have transpired soon become apparent. Three months later, King finds himself behind bars, and the K9 program is put on hold pending further investigation. Garrett, meanwhile, begins serving time in prison, while Connor and Pav work together to establish a youth community center in honor of Mina, their fallen comrade.
