Five years after the events of Code 8, the LCPD has revamped their militarized technology program, swapping out the majority of their armed humanoid robots, known as Guardians, for friendly non-lethal K9 robots that resemble dogs. Under the guidance of Sergeant Kingston (Alex Mallari Jr.), this initiative has been remarkably successful, contributing to a significant decline in crime rates throughout the city. Riding on the wave of this achievement, Kingston is now campaigning for Mayor.
Over 200 K9 units have been deployed across the urban landscape, with Kingston asserting that these robotic companions are programmed to avoid harming humans and will stand down once a human presents no further threat. Yet, alongside this impressive progress, lies a troubling reality: 4% of the population possesses special abilities, somewhat akin to mutants, most of whom are marginalized and live below the poverty line under intense police scrutiny. While their extraordinary powers once helped shape cities, the advent of robots has turned these abilities into perceived threats, pushing these individuals to the fringes of society.
The drug Psyke, harvested from the spinal fluid of those with powers, highlights the exploitation of this vulnerable group. Recently released from prison, Connor (Robbie Amell) has taken up a job as a janitor at a youth community center led by Mina (Jean Yoon). He wants to leave his troubled past behind and avoid any conflict, even spurning visits from Garrett (Stephen Amell), who comes to fetch him from prison. Meanwhile, Detective Davis (Aaron Abrams) is eager to enlist Connor’s help to locate Garrett.
Garrett has established control over a dilapidated apartment complex called Towers; here, he operates a “ethical” drug business, compensating individuals with powers for their spinal fluid to produce Psyke. Among those struggling within this community are Pavani (Sirena Gulamgaus) and her older brother Tarak. Tarak, striving to support Pavani’s education, finds himself entangled in Garrett’s drug trade but struggles to secure a living wage. When desperation drives Tarak to swipe a bag of cash from Garrett’s operation, he is caught red-handed by Sgt. King and his corrupt officers, who are on Garrett’s payroll.
In a tragic twist, King discovers Tarak with the stolen money, leading to his frantic attempt to escape. To cover the incident, King commands a K9 unit to eliminate him, framing it to appear as an overdose due to Psyke. Witnessing this atrocity, Pavani uses her unique abilities to disable the K9, ultimately escaping the horror.
Taking refuge at the community center, Pavani finds safety with Connor and Mina. However, surveillance footage captures their getaway, prompting King to inform Garrett that Pavani poses a threat and must be silenced, as she could expose them. When King launches an all-out assault on Connor’s location with Guardian drones and K9s, the trio uses their abilities to flee.
In a desperate attempt to broker peace, Connor approaches Garrett, discovering that Pavani, as a Transducer, inadvertently interrupted a key exchange between Garrett and King. Connor proposes wiping the traumatic memory of her brother’s murder from Pavani’s mind, yet upon realizing this erasure would obliterate all her memories of him, he races against time to rescue her.
Turning to Mina, they attempt to escape the city together, but are ambushed by Garrett and his crew. In a nail-biting standoff between Connor and Garrett, the latter hesitates to harm Connor as he stands protectively in front of Pavani. With drones watching their every move, Sgt. King unleashes the Guardians, ordering an indiscriminate attack on the group. Mina’s selfless act of sacrifice provides Connor, Pavani, and Garrett the chance to escape.
They find asylum in Garrett’s off-grid safe house, but Detective Davis eventually tracks them down, revealing that the only path to bringing King to justice is by infiltrating his home and stealing a K9 unit. Pavani uses her abilities to access the K9, ensuring it goes to sleep, which holds irrefutable evidence of Tarak’s murder in its memory.
It’s unveiled that King harbors his own mutant powers, concealing them to maintain his authority within society. After acquiring the K9, Connor, Garrett, and Pavani make their way back to the Towers. In a shocking turn of events, Garrett reveals his true intentions, aiming to use the K9 as leverage against King and his associates.
An intense confrontation ensues as King and his force surround the Towers, ambushing the group when Garrett’s attempts at negotiation fail. As things escalate, Garrett is fatally stabbed by King, paving the way for chaos. With the aid of his co-workers as a distraction, Connor and Pavani make their escape, harnessing Pavani’s full power to turn the K9 against King’s henchmen.
Once outside, the trio faces a climactic showdown. Garrett makes a final stand against both a K9 and King himself, allowing Pavani to broadcast incriminating footage from King’s K9, ultimately delivering justice for her brother’s tragic fate.
In the aftermath, King is arrested, and the K9 program is suspended for a thorough investigation. While Garrett finds himself imprisoned, Connor has taken strides toward rebuilding the youth community center, dedicating it to Mina’s memory, alongside Pavani.
