Jesse Starkraven Morgan Hunter leads a brutal raid on a drug den that quickly spirals into a hostage crisis as police converge on the scene. The renegade DEA agent Jack Ryan [David Bradley] arrives to broker a perilous negotiation, but Starkraven recognizes him as the officer who killed his brother Harlan in a prior crime. The situation deteriorates fast: hostages are harmed, Ryan’s partner is killed, and Starkraven is captured only to be later convicted of killing a cop and sentenced to death. The violence leaves a mark on everyone involved, setting a grim tone for what comes next.
On death row, Starkraven is abruptly abducted by government agents under the pretense of a prison transfer. He is handed over to the Anti-Terrorism Group and subjected to a shocking transformation, becoming a cyborg along with other test subjects. Rebranded as Spartacus, he is groomed to lead an expanding army of enhanced soldiers. Meanwhile, Ryan, still reeling from the betrayal of the system he trusted, digs into the disappearances and conspiracies surrounding the ATG against the orders of his boss, Captain Salerno [Dale Cutts]. He shelters a glimmer of hope by teaming up with former sheriff Sam Pickens [Victor Melleney], a respected local figure who has seen a lot of the town’s turmoil and is determined to uncover the truth behind the ATG’s secrets.
The plot thickens during a party celebrating the project’s “success.” Inside a secluded room, head scientist Dr. Owens [Douglas Bristow] is drawn into a disturbing encounter with Spartacus and the cyborgs. Spartacus awakens, kills the woman involved, and takes Owens hostage. He ruthlessly disarms the facility’s security by destroying all but one control bracelet, preserving it to manipulate the other cyborgs. With calculated fury, Spartacus orders the party to be burned to ruin and escapes with Owens, heading toward a second facility where even more cyborgs are being created.
The following day, Liz McDowell [Jill Pierce], the ATG project leader, arrives to assess the disaster and begins a quiet manhunt for Spartacus. Ryan’s investigation quickly intersects with hers, and she sends out agents to shadow him; he outsmarts them, and a covert break-in at an ATG office uncovers evidence that Starkraven was taken for conversion by the very agency meant to protect people. In the meantime, Spartacus and a handful of cyborgs make a fuel run to a gas station, sparking a tense confrontation where Ryan rescues a civilian family but is overpowered by Spartacus.
