Matthew Cordell, once a respected lawman, returns from death with a vengeance, re-igniting his brutal crime spree across New York City. After a brutal impalement and a plunge into the water, the now-undead figure commandeers a vandalized police cruiser and resumes his murderous path. His first grisly act after his return takes place at a grocery-style convenience store, where he slays the clerk in cold blood; the accompanying thief is promptly blown away by a gunfight with the police. As Cordell stalks the streets, the department responds by putting back on duty the longtime officers tasked with stopping him, including Jack Forrest and Theresa Mallory. Deputy Commissioner Edward Doyle orders them into a psychiatric evaluation overseen by Susan Riley.
