Since that pivotal moment, an annual wind festival has been celebrated in Fula City in honor of Lugia’s benevolence, while Zeraora vanished, leaving behind a curse on the mountains surrounding the city.
Enter Risa, a high school student and former track star, who finds herself reluctantly agreeing to participate in the festival on behalf of her younger brother, Rick, who is recovering from a broken leg in the hospital. Tasked with capturing a wild Eevee, Risa faces this daunting challenge without any prior training or experience. In the meantime, Ash Ketchum and his loyal companion Pikachu arrive just in time to rescue Margo, the daughter of Mayor Oliver, from a group of bullies and decide to join the Pokémon catching contest during the festival.
In the backdrop, Toren, a timid and self-doubting scientist with a Chansey, struggles to give a presentation on his Pokémon research due to nerves. Alongside him is Callahan, who attends the festival with his sister Mia and her daughter Kelly.
