In pre-revolutionary Cuba, James Wormold, a vacuum cleaner salesman, is recruited by Hawthorne of the British Secret Intelligence Service to be their Havana operative. Instead of recruiting his own agents, Wormold fabricates a roster of imaginary contacts, drawing names from men he only knows by sight and sketching “plans” for a rocket-launching pad fashioned from vacuum cleaner parts to boost his value to the service and to secure more money for himself and his flamboyantly indulgent daughter Milly Wormold.
But as his importance grows, he is assigned a secretary, Beatrice Severn, and a radioman from London to help manage the operation. Their arrival makes it harder for Wormold to keep up the ruse. Soon, the fabricated information begins to take on a life of its own: his cables home are intercepted and believed by enemy agents, who act against his supposed “cell.” One of his invented agents is killed, and Wormold himself becomes a target for assassination.
He eventually confesses what he has done to his secretary, and is recalled to London. In the film’s closing moments, rather than turning to the truth before the Prime Minister and other members of military intelligence, Wormold’s superiors—led by Ralph Richardson—decide to manufacture a cover story claiming that the imagined machines were dismantled. They award Wormold an OBE and offer him a new role teaching espionage in London.
