Gunnery Sergeant James Dunn, Keenen Ivory Wayans, a skilled Marine sniper, is orders-d to eliminate an Iraqi courier during the Gulf War. When he discovers the courier is a ten-year-old boy, he refuses to pull the trigger, sparking a tense clash with his commanding officer who threatens to execute him for insubordination. In the scuffle that follows, the lieutenant is accidentally killed, and Dunn is court-martialed, convicted of murder, and sent back to the United States to await a death sentence in a military stockade.

Five years later, just as Dunn’s transfer toward death row begins, a daring rescue interrupts the plan and an unexpected offer arrives: a place on a clandestine special operations team led by Gen. Adam Woodward (alias Lt. Col. Grant Casey), Jon Voight. This elite unit specializes in neutralizing threats outside the reach of ordinary justice, and Dunn sees a possibility for redemption, if not vindication.

On his first mission with the new unit, Dunn is thrust into a high-stakes role as the patsy for the assassination of the First Lady Bonnie Anne Hartfield, Donna Cherry.
