Aspiring to ascend the ranks of the Manhattan District Attorney's Office, Tom Logan (Robert Redford) sets his sights on the top spot, but his trajectory is suddenly interrupted by an unexpected visit from Laura Kelly (Debra Winger), a tenacious attorney representing enigmatic performance artist Chelsea Deardon (Daryl Hannah). Accused of attempting to pilfer a priceless painting from the esteemed Robert Forrester (John McMartin), Chelsea asserts that her artist father, Sebastian Deardon (James Hurdle), gifted her the very same artwork on her 8th birthday - an assertion that takes on added significance in light of the mysterious fire that destroyed most of Sebastian's collection eighteen years prior.

As Kelly's impromptu press conference at a high-profile dinner party to launch Logan's candidacy for District Attorney sparks controversy, Forrester unexpectedly drops the charges against Chelsea, swapping her Deardon painting for a Picasso with art gallery curator Victor Taft (Terence Stamp). Both Taft and Forrester were closely tied to Sebastian Deardon, and it becomes clear that they are eager to keep Chelsea's prosecution at bay. Later, Kelly receives evidence from police detective Cavanaugh (Brian Dennehy), who investigated the Deardon fire, which reveals that the supposedly lost paintings still exist - a revelation that fundamentally alters the landscape of the case.

As tensions escalate, Chelsea arrives at Logan's apartment in the dead of night, claiming to be stalked by an unknown assailant. Logan escorts her home, but as he departs, someone takes aim and fires at him before making a hasty escape. Logan and Kelly subsequently trail Taft to his warehouse lair, where they uncover evidence of an insurance fraud scheme involving Taft, Forrester, and their partner, Joseph Brock. However, the pair barely escapes unscathed as the building explodes, apparently triggered by Taft to destroy incriminating evidence.

Chelsea's desperation reaches a boiling point when she confronts Taft at his residence, only to find herself overpowered and left battered. As the scandal surrounding Chelsea's arrest for Taft's murder sends shockwaves through the city, Logan's reputation is irreparably tarnished, and he reluctantly teams up with Kelly to unravel the tangled threads of deceit and uncover the truth.

As Chelsea's murder trial reaches its climax, a sudden flood of memories crashes down upon her, and she boldly accuses Forrester of being complicit in her father's untimely demise. The courtroom erupts into chaos as the accused assassin attempts to run down Logan and Kelly, only to meet his own demise at the hands of an oncoming taxi. Logan's swift thinking allows him to retrieve the would-be killer's wallet, which yields a surprising discovery: Forrester's business card is tucked away inside. The trio soon finds themselves at the scene of the crime, where they stumble upon Forrester's lifeless body and a distraught Chelsea, protesting her innocence with tears in her eyes.

As Logan sets out to locate Detective Cavanaugh, Kelly and Chelsea make their way to Taft's gallery, where a memorial service is underway. Little do they know, however, that the detective they're seeking is none other than Joe Brock, the former business partner of Forrester and Taft - a man who was once betrayed by his partners and subsequently imprisoned for a crime he did not commit. At the gallery, Brock forces Kelly and Chelsea to breach a massive, hollow sculpture, revealing Sebastian Deardon's long-lost canvases - a treasure trove estimated to be worth a staggering $20 million. With the paintings in hand, Brock sets the gallery ablaze, using the chaos as a smokescreen for his escape.

Logan arrives just in time to confront Brock, who ultimately meets his demise after falling from the burning building. As the flames are extinguished and Kelly and Chelsea emerge unscathed, Chelsea's emotional dam finally breaks, and she reveals the poignant "To Chelsea" inscription on the back of her father's painting - a discovery that brings her both solace and closure.

In the aftermath of the trial, all charges against Chelsea are dropped, freeing her from the shadow of suspicion. Logan, meanwhile, is faced with an offer to reclaim his old job, courtesy of his former boss, who seeks to capitalize on Logan's newfound celebrity. However, Logan elects to continue working alongside Kelly - a partnership that has blossomed into romance - choosing to forge a new path forward, free from the burdens of his past.
