The two bears set a lighthearted but uneasy tone for Jellystone as they circle the routines of camp life, while Cindy Bear, Julie Bennett, tries in vain to charm Yogi into a gentler mood. Her hopes are dashed as Ranger Smith intervenes, thwarting Yogi’s latest attempt to snag a snack and prompting a rash plan that could change Yogi’s fate.
The park’s security-minded Ranger Smith hatches a bold solution: transfer Yogi out of Jellystone to the San Diego Zoo, complete with an identification tag. It’s a decision that prompts a bittersweet farewell swirl, but Yogi seizes a chance at escape when he tricks a fellow bear named Cornpone, Hal Smith, into California instead of himself. Unbeknownst to Boo-Boo and Cindy, the ruse lets Yogi believe he’s secured a fresh start, even as the others remain convinced that he has truly left for good.
Meanwhile, Yogi’s mischief escalates into a city-spanning caper. He adopts the persona of The Brown Phantom, stealing food from across the park and earning a reputation as a mysterious vigilante that the Park Commissioner supposedly hired to replace him. Ranger Smith, unaware of Yogi’s ruse, pours effort into the chase, threatening whoever is behind the thefts and plotting to arrest the phantom to save Jellystone. Cindy, longing to be near Yogi, learns that she’s inadvertently been mailed toward the wrong zoo. Her journey takes a strange turn when, late at night, she falls from a train and becomes separated from her friends.
