FBI agent Zach Stewart is assigned three new cases by his boss, John Ripley, adding to his already heavy workload. The three cases unfold as a tight weave of danger and motive: a wanted fugitive, Joe Walpo, who has killed a gas-station attendant; a department-store fashion buyer, Kate Martell, who is being extorted by a man threatening to kill her daughter; and a ruthless gang behind a string of car hijackings that unsettles the city.
During an interview with a woman tied to the cases, Stewart is shot dead by a hidden assailant, leaving his colleagues to pick up the threads. With the help of local LAPD detectives, Ripley takes charge of Stewart’s new cases, hoping that one of them will reveal the killer’s identity and bring justice for the fallen agent.
Ripley and his new partner track down Connie Anderson, Walpo’s girlfriend, to his hideout, where a confrontation ends with a shot fired at Walpo. The car-jacking case is closed, and the investigators begin to narrow the list of suspects who could have killed the agent.
Their pursuit leads them to Kate at the famous Hollywood sign in the hills above Los Angeles, where she has been instructed to bring the money. There, the extortionist is revealed to be a man named Dave Millson Dave Millson, who had shown a romantic interest in Kate, setting the stage for a final, tense showdown with Ripley.
