Copenhagen police officers Christian Toft and Lars Hansen are dispatched to investigate a reported domestic disturbance in a quiet apartment. When they arrive, a man attempts to slip away with blood on his shoes, and Toft quickly assumes he’s the aggressor and cuffs him. Hansen sends Toft upstairs to check on the man’s wife, but Toft realizes he’s left his service weapon at home. He grabs Hansen’s gun and heads upstairs, only to discover a scene of carefully concealed danger: the apartment is packed with firearms, plastic explosives, and a man lying dead with his throat slit and fingers removed. The assailant, using a hidden knife, breaks free from restraints and attacks Hansen, slitting his throat in the melee. Wounded, Hansen manages to tell Toft to give chase before slipping into unconsciousness.

Toft pursues the assailant across rooftops, but the chase ends in a fall for both of them. While Toft lies incapacitated, three men approach, subdue the assailant, and haul him away, leaving the mystery behind a cloud of broken glass and sirens. The case takes on a broader weight as fingerprints reveal the attacker to be Ezra Tarzi, a Libyan emigrant and former Special Forces operative whose parents were killed by Salah Al-Din, a ruthless ISIS commander known as “Sheikh.” Al-Din is described as a mastermind who smuggles weapons and explosives through a tomato importer based in Brussels, and whose brutal campaigns are filmed and posted online for propaganda. Tarzi’s victim, Farooq Hares, was one of Al-Din’s lieutenants, and Tarzi has been attempting to reach him ever since.

Meanwhile, Tarzi’s life is upended when CIA agent Joe Martin abducts him and forcibly coerces Tarzi into aiding his own vendetta against Al-Din, threatening to reveal Tarzi’s past to his children. Martin presses Tarzi into action, offering him a grim choice: cooperate or watch his family learn the truth about his crimes. Tarzi’s mission becomes a dangerous pawn in Martin’s broader campaign. Tarzi traces the trail of Al-Din to a restaurant in Almería, then climbs deeper into a web of deception and vengeance as Martin uses Tarzi to locate Al-Din’s next moves. Tarzi’s own family fallout intensifies the stakes as he realizes the price of failure could be ruin for everyone he cares about.

Toft remains undeterred by suspension; he teams up with Alex Boe in a bid to track Tarzi despite the official pushback. Boe, who is wrestling with her own grief and a desire for justice after Hansen’s death, is determined to see Al-Din brought to account. The duo heads toward Brussels but receives word that Tarzi has been spotted in Almería, forcing a rapid pivot to southern Spain. As they drive from the airport, a clue from a tomato truck belonging to Al-Din’s network points them in the right direction, and they tail the vehicle to a bullfighting arena.

Inside the arena, Al-Din’s men spread out, with one group drawing attention while another positions themselves for a catastrophic act. A drone is released, its camera aimed at a suicide bombing intended to maximize casualties, and the clock ticks toward catastrophe. In the nick of time, Toft and Boe intervene, firing on Al-Din and stopping the attack before the arena spirals into chaos. The aftermath tightens the net as Boe rings up Wold, who then contacts Martin with an offer: Tarzi in exchange for Al-Din. The rooftop meeting that follows ends in tragedy when Al-Din dies from his wounds before any exchange can occur. Tarzi, crushed by the turn of events and seeking a final act of vengeance, asks Toft to kill him, but Martin reveals a darker plan: he intends to keep Tarzi alive as a perpetual asset and weaponize his intensity.

In a heart-wrenching conclusion, Boe arrives and shoots Tarzi, avenging Lars in a hard, personal moment. The life-altering consequences of the day leave Toft and Boe breathless and haunted, standing together in the aftermath of a mission that blurred the lines between justice and retaliation. The city breathes again, but the emotional toll lingers as the two officers confront the price of vengeance, the fragility of trust, and the uneasy truth that some battles never fully end.
