Seattle PD Detective Quentin Conners (Jason Statham) appears to have a dark cloud hanging over him when he seemingly kills a car hijacker named John Curtis. This incident escalates when it’s revealed that the young woman John was using as a shield also dies, placing Conners and his partner, York, in a precarious position. The media frenzy results in Conners being suspended, while York is left facing termination after a fellow officer, Callo, testifies against them.

In an unexpected twist, the story moves to the present day where Lorenz (Wesley Snipes) along with four accomplices, take hostages during a tense bank heist. Lorenz demands to negotiate specifically with Conners, who is begrudgingly reinstated but now must work under the watchful eye of youthful Inspector Dekker. As Conners takes charge of the negotiations, he is faced with a critical decision when a bank teller is shot. He orders a SWAT team to plunge the building into darkness and storm in, but in the ensuing chaos, the criminals manage to slip away.

While attempting to bond over lunch, Dekker and Conners find themselves at odds. Dekker is less than impressed with Conners’ reckless tactics, and things become more complicated when they uncover Lorenz’s use of cryptic references to chaos theory. Their investigation takes a dangerous turn when a surveillance camera captures one of the criminals, leading to an arrest that surfaces startling evidence traced back to police storage. Their lead officer, Callo, is later found dead, implicating him in a murky connection to the heist.

As they delve deeper into the investigation, the plot thickens; the bank’s video footage unveils suspicious behavior, revealing a computer connection to a hacker previously arrested by Conners. As they scramble to question the hacker, he meets a violent end at the hands of Lorenz. However, Dekker uses extreme measures to extract information from a hospitalized bank robber, a choice that stuns Conners.

With the revelation that the elusive Lorenz is actually Scott Curtis, John’s brother, Conners orchestrates a stakeout at their meeting place.
