On a cold and remote mountain range in Yatsugatake, a complex and dangerous sequence of events unfolds that ties together crime, espionage, and personal tragedy. The story begins approximately ten months prior, with an intense pursuit involving Inspector Yamato Kansuke, played by Wataru Takagi, who is investigating Sadakuni Mikuriya, a suspect linked to a gun store robbery from eight years earlier. During this chase, Kansuke is shot near his left eye and later caught in a devastating avalanche. Although rescue efforts save him, the incident leaves him injured and with no memory of what happened that day.

Fast forward to the present, the narrative deepens with the investigation of a break-in at the Nobeyama radio observatory. Concurrently, the famous detective Kogoro Mouri, voiced by Rikiya Koyama, is contacted by Koji Sametani, a former colleague from his police days. They discuss the avalanche and the pursuit, which reignites Kogoro’s curiosity and sense of justice. When they arrange to meet, tragedy strikes: Sametani is unexpectedly shot and killed, leaving Kogoro deeply affected and determined to uncover the truth. Joined by Detectives Sato and Takagi, Kogoro ventures to Nagano, where they begin piecing together the mysterious events.

In Nagano, they meet with several key figures, including Yui Uehara, a fellow detective with a keen sense of duty played by Ami Koshimizu, Eizo Funakubo, the father of Maki Funakubo, a former biathlete who committed suicide following her injury, and the police officials involved in the case. The investigation reveals that Koji Sametani had previously visited Sadakuni, who was later sentenced to prison due to a plea bargain with suspect Takashi Washizu, who subsequently escaped from custody. The story takes an even more intriguing turn with the involvement of Yuya Kazami, an officer from the Public Security Bureau, hinting at broader covert operations. Conan Edogawa, the young detective with a sharp mind played by Minami Takayama, deduces that this case might involve undercover agents working within multiple agencies, especially pointing to Hayashi Atsunobu, played by Wataru Hatano, who is revealed to be an undercover PSB agent.

That very night, Yui Uehara and Kansuke are ambushed amid their efforts to track down the shooter. Thanks to the quick thinking of Mitsuhiko Tsuburaya, Genta Kojima, and Ran Mouri, they manage to fend off the attacker, but the danger persists. The police find shelter in Takashi Otomo’s hut, where they face yet another ambush. During this tense moment, Morofushi plunges into icy waters to shield Kansuke and is later rescued. Meanwhile, Conan uncovers a chilling scheme: the suspect had attempted to use Otomo’s equipment to trigger an avalanche, aiming to bury everyone. Despite efforts to counteract the avalanche, Kansuke is tragically reported dead, a loss that hits everyone hard.

In a startling revelation at the Nobeyama Observatory, it is uncovered that the gunshot incident was perpetrated by Detective Hayashi. Hayashi, driven by personal motives—including his love for Maki who resented Mikuriya and Takashi for her death—opposes the new law strengthening plea bargain procedures. He opposed Sametani’s work, killing him to cover his tracks, and attempted to eliminate Kansuke before he could reveal incriminating information. Hayashi also exploited the observatory’s antenna to intercept military satellite intelligence, using the data to coerce the Japanese government into suspending legislative progress.

As the story reaches its climax, Kazunobu Shiratori, a Prosecutor played by Chafurin, and other police officers work together to capture Hayashi. It is then unveiled that Yamato Kansuke’s apparent death was part of an elaborate plan to protect him, which was facilitated with assistance from Yuya Kazami. In the end, Hayashi is arrested, but in the post-credit scene, Furuya, also known as Rei Furuya, appears before Hayashi and offers him a plea bargain: a reduced sentence in exchange for silence about the involvement of the Public Security Bureau. This offer enrages Hayashi, who is aware that exposing the bureau would also reveal his connection to Maki, risking his reputation and personal safety.
