A step outline is a more detailed and descriptive version of a basic screenplay outline. While a simple outline might just list a scene’s event in a single sentence, a step outline expands on each of those points. Each ‘step’ is usually a paragraph of prose that describes the action, character interactions, and emotional progression within a single scene or a significant story beat. It’s written in a functional, present-tense style, focusing on the cause-and-effect logic that connects one scene to the next.

The primary purpose of a step outline is to serve as a bridge between a skeletal outline and a full story treatment or the screenplay itself. It allows the writer to ensure the story flows logically and that each scene has a clear purpose and dramatic function before they commit to writing detailed descriptions and dialogue. It’s a crucial tool for testing the narrative’s pacing and structure, making it much easier to identify plot holes or scenes that don’t serve the story. Many writers find this to be the most critical stage of the writing process, as it’s where the story is truly built.

Step Outline vs. Scene Outline

In practice, the terms ‘step outline’ and ‘scene outline’ are often used interchangeably, as both documents serve to break a story down on a scene-by-scene basis. However, a subtle distinction can be made:

• A Scene Outline can be very bare-bones, sometimes just a list of scene headings with a one-line description of the core event.
• A Step Outline implies a bit more detail. The focus is on the ‘steps’ of the story’s progression, with each step being a self-contained paragraph that explains the ‘why’ and ‘how’ of a scene, not just the ‘what’. It’s about demonstrating the logical and emotional flow from one moment to the next.
