Beans, Damon Dash, an inmate and head of the ABM gang, writes a letter from his cell to lay bare his hatred and to claim that if you’re reading this, Beans is now free. He uses the note to recap the events of the first film as a way to frame the story that follows. One night, Beans is suddenly arrested for drug trafficking and the attempted murder of a drug runner named C-Zer. The night before his trial, he tasks ABM members D-Nice and Baby Boy with intimidation against C-Zer’s mother. Despite C-Zer’s perjury, Beans is convicted and handed a harsh sentence of 15 to 30 years.

In prison, Beans meets his cellmate Free, a drug dealer who had partnered with another dealer, El Pollo Loco. Their stash house, the Botanica bodega, is raided, and both men find themselves hauled into custody. Beans reconnects with ABM soldier P-Nut and learns from D-Nice that the gang has been floundering without him, having lost their supplier due to Baby Boy’s arrogance. A fellow inmate steals Beans’ sneakers, prompting P-Nut to suggest he speak to Free, who can steer him toward Loco—a possible supplier who carries a shiv. Beans retaliates by killing the thief, and both he and Loco are questioned but released after choosing silence.

Loco’s backstory unfolds: a South Beach native, he is the son of drug kingpins and is raised by their bodyguard Biggis after the parents are killed. Biggis introduces him to “El Plaga,” a powerful, unseen drug lord, and Loco begins selling drugs. Missy, Loco’s mistress, tips him off that she informed the police about his operations, leading to Loco’s arrest.

Beans and Loco forge an uneasy alliance. After securing parole, Loco tests the ABM’s loyalty by sending Baby Boy to retrieve a drug package from a diner guarded by the M.O.P. Baby Boy survives the ensuing shootout and completes the mission. Loco and Biggis instruct the ABM to sell the product in two weeks and to collect $90,000. Meanwhile, Loco and Biggis also meet Beans’ rival Dame, leader of the Umbrella gang, which includes crews M.O.P. and The Diplomats.

The ABM makes the sale, but The Diplomats rob them of the $90,000. Beans learns of the robbery from prison and tries to warn Loco, who rejects the call, triggering a violent feud. Beans is released early when it’s revealed that the judge and prosecutor had accepted bribes. When he returns home, Beans discovers that the diner drugs belonged to Dame and that Loco has been manipulating him all along.

At a club, Dame discovers his driver shot dead and finds Beans’ letter. Dame confronts Beans, who denies writing it but tells Dame that Loco and El Plaga are the same person, insisting that Loco manipulated both gangs to fuel their rivalry and erase competition. It’s revealed that Biggis orchestrated ABM’s robbery with Dame to curry favor with Loco. The two crews are supposed to meet Loco at the Botanica the next morning.

The following morning, Biggis and Loco arrive at the Botanica, and Beans and the ABM open fire on Loco while the Umbrella crew joins the assault against Loco and Biggis. Dame and Beans order their crews to stand down and face Loco and Biggis directly. During the standoff, Beans—still convinced that Loco is El Plaga—drops hints about a plan to make the feuding gangs end each other, a revelation that leaves Loco wary of Biggis. The truth comes out: Biggis is El Plaga, the mastermind behind much of the chaos. He tipped off the police about the Botanica raid, forced Missy to mislead Loco with a tip, arranged the theft of Beans’ shoes to set up the meeting, shot Dame’s driver, authored the letter, and killed Loco’s parents. In the end, Loco kills Biggis and walks away.

Beans and Dame make their exit together, and the film closes on Beans receiving a call from Neef about throwing Dame a “surprise party,” with Beans staring straight into the camera.
