Long ago, a powerful, evil snow wizard named Winterbolt Paul Frees wreaked havoc on the North Pole until Lady Boreal Nellie Bellflower, Queen of the Northern Lights, stepped in and sealed him away in a deep sleep. Years later, when Rudolph Billie Mae Richards is born, Boreal transfers the last of her radiant power into Rudolph’s bright red nose, a gift that will glow only if used for good and will stop shining if ever used for evil. Winterbolt soon learns of this vulnerability and hatches a plan to dispose of Rudolph for good.

Meanwhile, Milton Red Buttons, an upbeat ice cream man arriving in a whimsical hot-air balloon, drops in with surprising news: he intends to marry Lilly Loraine Ethel Merman’s daughter Laine Shelby Flint and hopes their act can star in Circus by the Sea to help lift the circus out of debt. A cynical man named Sam Spangles Don Messick watches from the shadows, plotting to buy the circus after the Fourth of July.
