Tucker and Esther Cobblepot, an aristocratic couple, are horrified to discover that their deformed infant son has killed their pet cat. Believing that Gotham’s elite would never accept him, they abandon him in the sewers. Fortunately, a colony of penguins finds and raises him. Fast forward 33 years, and this abandoned child has transformed into the notorious criminal known as Penguin, portrayed by Danny DeVito.

In his quest for acceptance and power, Penguin kidnaps businessman Max Shreck, coercing him into helping secure his citizenship in Gotham City by leveraging incriminating corporate evidence against him. Meanwhile, Shreck’s secretary, Selina Kyle, uncovers his nefarious plan to construct a power plant that would drain Gotham’s electricity. In a desperate move, Max attempts to silence her by pushing her out of a window.
