Criminals Robert Trench and Michael Stigman find themselves under scrutiny from U.S. Customs following a clandestine meeting with the notorious drug lord Papi Greco in Mexico. Unbeknownst to Stigman, Trench is actually an undercover DEA agent who reports back to his superior, Jessup (Robert John Burke), claiming he was unable to obtain the necessary cocaine evidence against Greco.

Determined to take down Greco despite Jessup’s orders, Trench decides to stay undercover and aids Stigman in executing a daring heist to steal $3 million, aiming to capture Greco on charges of money laundering. However, complications arise when Trench meets his lover Deb Rees, who is entangled with another man. Meanwhile, Stigman, an undercover Naval Intelligence Officer, receives orders from his commanding officer Harold Quince (James Marsden) instructing him to eliminate Trench, as the Navy seeks to utilize the stolen funds for covert operations.

In an unexpected twist, instead of the anticipated $3 million, Trench and Stigman discover a staggering $43 million in Greco’s vault during the heist. Following their success, Stigman betrays Trench, suspecting him of being a police officer, and shoots him non-fatally. This betrayal sets off a chain of events where Quince attempts to have Stigman silenced. Nevertheless, Stigman narrowly escapes after overhearing that the stolen money will be moved to a Navy base in Corpus Christi. Meanwhile, Earl aggressively interrogates the bank manager regarding the stolen cash.

Trench then goes to discuss everything that unfolded with Jessup, only to find that Earl and his men are laying in wait. Earl brutally murders Jessup and frames Trench for the murder, coercing him to return the $43 million in exchange for his freedom. When Trench confronts Stigman at his apartment, he discovers that Stigman has positioned himself in a sniper’s nest across the street, now deeply entrenched with the military and without the stolen money.

After fending off an assassination squad sent by Quince, Trench and Stigman seize Greco and interrogate him in Deb’s garage. Here, they uncover that they have been pawns in a larger scheme involving CIA black ops and that all drug cartels had been paying protection money in exchange for CIA interference in their trafficking operations.

As chaos escalates, another hit squad led by Quince storms the garage. Trench grows suspicious about how Quince located their hideout. Eventually captured by Greco and taken to his farm in Mexico, the duo is coerced into returning the stolen money within 24 hours to save Deb’s life.

Stigman and Trench execute an assault on the Navy base in Corpus Christi, convinced of Quince’s involvement in the operation. In a tense moment, Trench infiltrates Quince’s office only to discover a shocking truth: Quince is in a relationship with Deb, with plans to steal the money for themselves. Simultaneously, Stigman seeks aid from Admiral Tuway, who orders Quince’s arrest but unjustly disavows Stigman to shield the Navy’s reputation from scandal. Quince manages to evade capture, and Stigman is left isolated.

Trench arrives too late, as Greco executes Deb. However, once he intuitively realizes the money is hidden in a motel room they used to visit, he rushes to help Stigman, who had gone back to confront Greco alone. When Stigman finds himself surrounded, both Quince and Earl become involved in the ensuing conflict.

In a dramatic climax, Trench drives in with a car packed with money, igniting it and scattering cash everywhere as a distraction, which leads to an explosive shootout. During the standoff with Quince and Earl, crucial secrets emerge, including the CIA’s operation of 20 other secret banks. In a moment of reflection, Stigman recalls an earlier conversation’s code, resulting in him shooting Earl, while Trench takes down Quince. Together, they eliminate Greco and narrowly escape, but not before Trench pays Stigman back for their earlier skirmish by shooting him in the leg. As they ponder their next moves to dismantle the CIA’s covert financial operations, Trench ultimately reveals that not all the stolen money was destroyed in the explosion; he has cleverly hidden some for their future plans.
