Kowloon Walled City is a densely packed, chaotic enclave in Hong Kong where power and survival are forged in back-alley deals and brutal shows of force. Longtime crime syndicates once clashed under Lui Chen-tung and his notorious enforcer, Jim, until an unlikely alliance led by Cyclone, Louis Koo toppled the old order and put an end to Jim’s reign, ushering in a precarious peace that changes the city’s rhythm but not its dangers.
Years pass into the mid-1980s, and a downtrodden refugee named Chan Lok-kwan, Raymond Lam, ekes out a living on the edges of society. He scraps by with odd jobs and survives brutal, illegal pit fights laid on by a powerful crime lord, Mr. Big, Sammo Kam-Bo Hung. A bad judgment—stealing a bag of drugs from Mr. Big and fleeing his henchmen—lands Chan in deeper trouble when he is pursued by a sadistic, seemingly invincible foe: King, Philip Ng.
To escape, Chan slips into Kowloon Walled City, a place protected and policed by Cyclone’s influence. Inside the walls, Chan’s presence unsettles Cyclone’s order just as the man’s authority keeps the rest of the city’s criminals at bay. When Chan tries to peddle the stolen drugs, Cyclone’s men intervene, clamping down with a mix of merciful restraint and drawn weaponry. After a brief confrontation, Cyclone subdues Chan and, recognizing the wretch’s desperation, offers shelter and a chance at a new start.
Within this labyrinth of illegal workshops and shadowy businesses, Chan begins to work and slowly adjusts to a life inside the city’s tight-knit network of loyalties. He finds a foothold by forming bonds with Cyclone’s trusted crew, including Shin, Chun-Him Lau; AV, Man Kit Cheung; and Twelfth Master, Tony Tsz-Tung Wu, a lieutenant of the Temple Street Gang. Together, these four become known as the Kowloon 4, a makeshift family who navigate the daily grind of survival while keeping Chan protected from the outside world’s vendettas.
But behind the city’s glassy skyline and crowded alleys, old scores itch. Dik Chau, the Walled City’s biggest landlord and a high-ranking triad member, calls a meeting with Cyclone and Tiger, leader of the Temple Street Gang. The trio—old allies who once helped depose Lui Chen-tung and kill Jim—hold fast to a fragile balance. Unbeknownst to Chau and Tiger, Cyclone and Jim had formed a wary, unlikely friendship, and even though Cyclone killed Jim, he also helped Jim’s wife flee Hong Kong with her newborn son. Chau, driven by vengeance, swears to destroy Jim’s family to avenge what he has lost, a vow that will pull Chan and the Kowloon 4 into the center of a killer’s maelstrom.
The Kowloon 4 do their best to shepherd Chan to safety, but Chau and Tiger’s gangs close in, intent on finishing the job. A brutal clash erupts, and Cyclone stays out of the fight—leaving Chan to defend himself against Chau and Tiger’s forces. The outcome is chaotic and costly, and the balance inside Kowloon Walled City shifts in an instant.
Betrayal cuts deepest when Chau seeks Mr. Big’s help to eliminate Chan. The city erupts into a new wave of violence as Mr. Big’s gang storms the walls, and in the ensuing mayhem, King imposes a brutal toll: Cyclone is killed, and many residents are wounded or killed as the fight rages. The Kowloon 4 bear the scars of the siege as they fight to evacuate Chan from the city’s collapsing perimeter.
In a brutal turn, King defeats Mr. Big and imprisons Chau, seizing control of the Walled City and ruling with an iron fist while Chan recuperates. But Chan’s return, aided once again by the Kowloon 4, culminates in a final, protracted battle where Chan and his dwindling allies confront King’s dominance. The Kowloon 4 hold the line, and Chan, with their help, faces down King’s gang and King himself. In a last, decisive move, Shin delivers the killing blow to avenge Cyclone and restore a measure of balance to the fractured enclave.
