Inspector Karan Saxena, Sunny Deol, an honest and diligent police officer, is the son of a respected judge and is engaged to Divya Madhuri Dixit, the daughter of his boss, Commissioner Mathur. His world of clean lines and clear loyalties is upended when he investigates the assassination of an upright politician, a crime masterminded by Bhujang, a ruthless crime lord whose network stretches across the city.
Bhujang’s empire is sprawling and brutal. At the top sits Bhujang himself, Amrish Puri, a man who wields power like a blade. His inner circle includes his associate Don Dalip Tahil, his sons Goga Tej Sapru and Ranga, his brother Raghav Raza Murad, and Inspector Suraj Singh Sharat Saxena. As Karan digs deeper, he pieces together how Bhujang’s operations feed off corruption, intimidation, and a web of influence that touches politics, law enforcement, and crime.
Karan’s pursuit yields a crucial breakthrough when he takes into custody a small-time arms dealer, Ramesh Tejani Vijayendra Ghatge. Information from Ramesh helps him arrest Bhujang’s associate Don, but Bhujang responds with a brutal retaliation: he has Karan’s father, Judge Saxena, and Ramesh murdered, releases Don from jail, and frames Karan. Political pressure mounts, and Commissioner Mathur orders Karan’s transfer to a remote village, Madhopur, while pressuring him to break his engagement with Divya. Yet Divya remains steadfast, offering unwavering support even as her fiancé is disgraced and sent away.
In Madhopur, Karan encounters Jai Singh Naseeruddin Shah, a fiery outlaw driven by the desire to avenge his own father’s death at the hands of Bhairav Singh, who is Bhujang in disguise. Jai’s vow for revenge soon intertwines with Karan’s mission, and he also falls for Renuka, a film actress whose father is a minister on Bhujang’s payroll—though Renuka herself is unaware of the corruption surrounding her. Back in the capital, Commissioner Mathur’s son Ravi Jackie Shroff slides into Bhujang’s gang as a double agent, hoping to protect his own sister and uncover the truth from within.
Bhujang escalates his coercion when he kidnaps Ravi’s younger sister, Divya, to force the release of Raghav. Ravi pretends to stay loyal to Bhujang while secretly working with Karan to bring him down. In a parallel thread, Ravi meets Natasha Tejani Sangeeta Bijlani, Ramesh’s sister, who is also undercover to avenge her brother’s death. As Mathur attempts to recall Karan to the city, Bhujang orders Ravi and his gang to eliminate him, and it seems Karan has fallen in the confrontation.
Divya’s grief over Karan’s supposed death becomes a turning point, and in truth, Karan and Ravi fake his demise to slip Bhujang’s radar. From there, Ravi provides critical intelligence, while Karan systematically dismantles Bhujang’s illegal properties and thwarts a major bank robbery, a blow that costs Bhujang the lives of his elder son Goga and Inspector Suraj Singh. Bhujang’s fury grows, and he vows to avenge the losses by hunting Karan down. Jai, who has moved to the city, finally recognizes Bhujang as the man who killed his father and joins the fight against him. The three — Karan, Jai, and Ravi — form a powerful trio known as Tridev.
With support from Divya, Natasha, and Renuka, the trio press forward, surviving false frames and infiltrating Bhujang’s hideout. The climactic showdown pits the trio against Bhujang and his henchmen in a tense, calculated battle. Justice is served as Bhujang is defeated and killed, his criminal network unraveled, and the families secured from years of fear. The story closes on a hopeful note as three couples — Karan and Divya, Ravi and Natasha, and Jai and Renuka — find their bonds strengthened and their futures intertwined, the city gradually returning to a sense of order after the storm of deceit and revenge.
