Inspector Karan Saxena, Sunny Deol, is a principled, tireless police officer who wears his integrity like a badge. He’s the son of a respected judge and is engaged to Divya Madhuri Dixit, the daughter of his boss, Commissioner Mathur Anupam Kher. The case that sets everything in motion is the assassination of an honest politician, a crime staged by the ruthless crime lord Bhujang Amrish Puri. Bhujang’s sprawling criminal empire includes his loyal Don Dalip Tahil, his sons Goga Tej Sapru and Ranga, his brother Raghav Rajesh Vivek, and Inspector Suraj Singh Sharat Saxena.

As Karan closes in on Bhujang’s web of corruption, he corrals a small-time arms dealer, Ramesh Tejani Vijayendra Ghatge, who provides crucial information that leads to the arrest of Bhujang’s associate Don [Dalip Tahil]. In retaliation, Bhujang orders brutal retribution: Karan’s father, Judge Saxena, and Ramesh are murdered. He even secures Don’s release from jail and then frames Karan, forcing him to abandon his post and endure disgrace. Political pressure at Mathur’s office leaves Karan transferred to a remote town, Madhopur, and socially compelled to break his engagement, though Divya’s unwavering love continues to anchor him.

In Madhopur, Karan strikes up a bond with Jai Singh Naseeruddin Shah, a fiery outlaw who seeks vengeance against Bhairav Singh—Bhujang’s other masked face in Jai’s world. Jai’s pursuit of justice runs alongside his romance with Renuka, a film actress whose father is a minister on Bhujang’s payroll, a conspiracy she has yet to uncover. Meanwhile, Mathur’s son Ravi Jackie Shroff struggles under the family shadow and is drawn into Bhujang’s gang. The crime lord kidnaps Ravi’s younger sister Divya to force the release of Raghav from prison, drawing Ravi deeper into Bhujang’s schemes while he secretly gathers inside information for Karan. Ravi’s path crosses Natasha Sangeeta Bijlani, Ramesh Tejani’s sister, who is also undercover and determined to avenge her brother’s death.

When Commissioner Mathur proposes recalled duty for Karan, Bhujang orders Ravi and his crew to eliminate him. It appears Karan has perished, a blow that devastates Divya and tests her loyalty. In a twist, Karan and Ravi fake his death and then switch to a covert alliance, with Ravi feeding Karan inside information about Bhujang’s operations. As Karan systematically dismantles Bhujang’s illegal properties and weapons network, a dramatic bank robbery thwart becomes a defining moment, costing Bhujang’s elder son Goga [Tej Sapru] and Inspector Suraj Singh [Sharat Saxena] their lives. Bhujang’s fury knows no bounds as he vows revenge, prompting Jai to join the fight in the city and reaffirm his resolve that Bhujang must fall.
