In Mill City, a tight-knit Native American town, the arrival of a new project stirs hard feelings and deep concerns. Richmond Keller envisions a roadside museum/college that promises progress but threatens the town’s character and landscape. The effort is led by the town’s sheriff, Jake Roundtree, who finds himself pulled between duty and a painful family history. He is simultaneously navigating the strain of a crumbling marriage to Emma Neil and the complicated, aching bond with his estranged daughter, Savannah. The clash between growth and tradition becomes the storm that will test everyone’s loyalties and courage.
