Adam Cramer, William Shatner, arrives in Caxton, a small Southern town, in the early 1960s with a plan to galvanize white residents against the court-ordered desegregation of the town’s high school. Working for the Patrick Henry Society, he uses charm and confidence to persuade locals that resistance is necessary, even if he isn’t a Southerner by birth. He wins the backing of wealthy landowner Verne Shipman, Robert Emhardt, and he also targets the town’s power structure, wheedling his way into the life of Ella McDaniel, Beverly Lunsford the teenage daughter of newspaper editor Tom McDaniel, Frank Maxwell.
The town’s initial stance against the desegregation hardens after Cramer delivers an inflammatory speech and orchestrates a cross burning in the Black neighborhood. The violence escalates quickly: a Black family is threatened in their car, and the Black church is bombed, killing the preacher. Cramer is jailed, yet the locals mobilize to secure his speedy release, showing how fear and anger have begun to override the rule of law.
Cramer then targets individuals on a personal level. He seeks to seduce and later rape Vi Griffin, Jeanne Cooper the emotionally unstable wife of Sam Griffin, Leo Gordon, a traveling salesman and Cramer’s neighbor at the hotel. Vi blames herself for what happens and leaves Sam, who vows revenge. In a tense confrontation, Sam holds a gun but Cramer cannot pull the trigger; Sam reveals that he had removed the bullets, underscoring how both men are intertwined in a web of manipulation and danger. Sam predicts that Cramer will soon lose control of the tensions he has stirred in the town.
Backbone of resolve comes from Tom McDaniel’s daughter, Ella, and Ruth McDaniel, Katherine Smith, who stand with the Black residents as the community grapples with fear and injustice. Tom’s ally, the editor, adds a public voice to the struggle, even as the fear of violence lingers in every hallway and street corner. After the Black preacher’s death, the mood in Caxton shifts as more families hesitate to send their children back to the White high school, but McDaniel leads the effort to protect the students by walking them to school in defiance of the protests.
In a further bid to manipulate the desegregation process, Cramer convinces Ella to play a dangerous role. She lures a Black classmate, Joey Greene, Charles Barnes, to a storage room and then falsely accuses him of attempting to rape her. The principal believes Joey is innocent, but the mob outside the school would likely believe Ella’s claim. An enraged crowd, led by Cramer and Shipman, gathers in front of the building. Joey chooses to confront the mob rather than escape, while Vi appears with Ella, who admits she lied under Cramer’s influence. Ella publicly apologizes to Joey and admits that Cramer had assured her he would not be harmed and would only be expelled.
Griffin steps forward to remind the crowd that they will live with the consequences of their actions, insisting that they nearly killed an innocent man. Realizing they have been manipulated by Cramer, the townspeople begin to withdraw from the mob’s demands, leaving only Cramer and Griffin on the playground.
