Erroll Babbage, Richard Gere, is a hyper-vigilant agent of the Department of Public Safety who keeps a careful watch on registered sex offenders. Burnt out after a long career, he has grown frustrated with the system of monitoring and punishment that he must navigate daily. With little faith in humanity, he takes on one last job to find a missing girl and bring a sense of closure to a case that has haunted him for years.

Three weeks from retirement, he trains his young replacement, Allison Lowry, Claire Danes. After a newspaper bearing his characteristic headline lands on his desk, he becomes convinced the kidnapping is tied to a paroled sex offender he’s monitoring, and he throws himself into the search with unwavering resolve.

Erroll’s relentless approach eventually forces him to confront the limits of the system; he is compelled to leave the department early due to ongoing interrogation of offenders and his occasional vigilante actions. His investigation centers on Viola Frye, KaDee Strickland, a woman with a history of abuse who nonetheless appears connected to another suspect in the case.

Together with his partner, they uncover that Viola has evolved into an abuser herself and sits at the head of a kidnapping and torture syndicate. Their pursuit leads them to a deserted scrap heap where they discover the most recently abducted girl, along with the corpses of earlier victims, marking a chilling toll of the crime they are chasing.

The finale unfolds as Viola is brought to book after a tense moment in which Erroll considers killing her. In the end, Erroll and Allison come to a sobering realization: in the fight against the monsters who prey on the vulnerable, they must guard their humanity and resist becoming monsters themselves.
