In Tangier, a city under international administration on the brink of Moroccan independence, Sean is held in a castle prison awaiting execution after a bank guard is killed during a robbery that may have political implications. The authorities press him to reveal where the money is, and the impending execution is framed as a demonstration that the law is being upheld.

Sean, an atheist, refuses to see a priest, Fr O’Brien.

Outside, Catherine visits Sean and grows close to his brother, Dominic; she urges him to see a priest.

Dominic arrives at the prison impersonating a priest, and with the help of a guard they escape.

Sean and Catherine are reunited, but they are traced by armed forces. Dominic gets to a car and uses it as a decoy, leading the police away from the others; he is chased off the road and engulfed in flames. Disfigured and mistaken for Sean, he is brought back to prison for execution.

Fr O’Brien finds Sean and explains that Dominic is awaiting execution, telling Sean that his brother’s sacrifice is proof that God exists.

Most of the firing squad are disgusted by the act and fire into the sky, while Dominic is executed just before Sean arrives. Sean lifts his brother’s body and tells the other prisoners that Dominic died to save him.
