The film opens with a raid on an illegal casino carried out by a group armed with automatic weapons, a strike that appears to be the work of Black gunmen at first glance. The scene quickly reveals a startling twist: the attackers are white men in disguise, masking their true identities as they carry out their operation. The narrative then shifts into a Vietnam War flashback, showing a patrol that is ambushed by the Vietcong and the ensuing firefight that tests the limits of every soldier involved. This memory haunts the veterans who later become a vigilante force, setting the tone for a pursuit driven by bitter experiences and hardened resolve.
At the center of the story is a man known simply as the Lieutenant, the former platoon leader who is disfigured by the earlier action. While recuperating in a hospital, he regroups the surviving veterans and steers them toward a campaign of escalating raids. Their aims are twofold: to enrich themselves through the violence they unleash, and to strike at organized criminal gangs that profit from illegal gambling and narcotics distribution. The moral lines blur as the line between retribution and self-interest grows thinner, painting a portrait of veterans who have transformed their battlefield tactics into a new kind of warfare on the streets.
The principal figure guiding the criminal undertakings is Carmine Longo, Mike Lane, a Mafia enforcer who is dispatched to meet with the local chief to uncover who carried out the casino assault. Longo’s mission positions him at the crossroads of crime and law, where he must piece together clues without tipping off the larger networks at play. He is joined by a corrupt Los Angeles Police Department detective sergeant, a partnership that adds a dangerous layer of complicity and ambition to the investigation. Together, they cast their suspicions on a gang of drug-dealing Black criminals who deny any involvement, forcing Longo to navigate a web of lies, loyalties, and half-truths as he pursues a dangerous verdict.
Longo hatches a calculated plan to eliminate the suspected gang by exploiting his Police contact, who proposes to stage a drug deal that can be stopped—or turned—by the authorities. The scheme hinges on a tense setup, using the police as a lever to purge the criminals while keeping the larger criminal operations intact. As the plan unfolds, the tension between law and street justice intensifies, exposing howCC corruption and greed can drive even well-meaning figures toward morally compromised actions. Throughout, the film maintains a measured, noir-tinged energy that keeps the focus on motive, deception, and the high stakes of a city gripped by crime and retribution.
