In 1995, in a calm city on the French Riviera, a disturbing scene unfolds. A group of teenage prostitutes, under the grim supervision of their local pimps, are on the lookout for customers. Suddenly, a van pulls up, and a man steps out. One of the pimps rudely tells him to move along, to which the man responds, “So am I,” before opening fire with an assault rifle. This man, Arkady Karasov (Radivoje Bukvic), accompanied by his associates Yuri and Leo Imasova (Lenn Kudrjawizki), ruthlessly eliminates the pimps, sending the prostitutes scattering in terror. Amidst the chaos, Karasov spares one survivor with a stern warning that this territory now belongs to him.
