The film opens in a Chinatown jewelry shop, where a statue with a single glowing red eye watches a brutal break-in unfold. Three masked intruders stalk the counter, but a violent struggle ends with the attendees dead and the shop owner slain; police arrive amid a bloody confrontation that leaves all the attackers dead and only one officer badly wounded.
The tension continues the next day at an elementary school, where children are held hostage. A shadowy, black-clad figure breaches the room and takes on the terrorists, killing all three attackers before revealing herself as Inspector Angel Wolfe of the LAPD. A sudden intrusion by a man into the classroom escalates the scene, and Angel knocks him down, only to realize the newcomer is Federal Agent Rick Stanton. The two share a charged moment and end up spending the night together.
The following morning, Angel learns that her brother, Rob Wolfe, is in the hospital after the jewelry shop confrontation. Rob hands Angel a strange star-shaped object and a cryptic message about fate and power, hinting at a larger legend. The cryptic clue grows clearer as Rick recognizes the star and explains the legend of Lee Chuck, a figure said to have gained immortality at the price of surrendering a devil’s soul each day.
Back at the crime scene, the glowing eye drops from the statue into Angel’s handbag, unnoticed for the moment. A mysterious Chinese man arrives—Inspector Charles Chang—who warns about the Eyes of Avatar, two artifacts imbued with vast power that could enable a single person to rule the world. He also suggests that Dr Sin Do, played by Angus Scrimm in a dual role, is somehow involved with Lee Chuck.
After grieving for Rob, Angel learns that Sin Do recruits women for an army of terrorists, luring them to his island by promising wealth. Realizing the danger, she seeks out Whitestar(/actor/raven-de-la-croix), an old friend, at an Indian reservation and asks her to join the mission; Whitestar agrees. The third recruit is Heather McClure, a criminal whose parole Angel promises in exchange for her assistance. With the trio assembled, they sign on and are flown by plane to Sin Do’s mysterious island fortress, Golgatha, prepared to face whatever trials await them on their perilous mission.
